AcF Vacancy : WASH Program Manager to be based on Kupang, NTT

POSITION VACANCY

WASH PROGRAM MANAGER (1 position)
Code : RKU/003/WASH/WASH Program Manager/III/11
Location/base : Kupang, NTT
Start date : asap
Duration of contract : until August 31st, 2012

Objective 1: Management of the WASH program


Activities:
- Ensure that the WASH program’s implementation complies with the proposals in terms of activities, costs and time line;
- Ensure that internal and donor’s progress reports are made on time with the required level of details;
- Ensure that adequate means (Finance, HR, and Logistics) are addressed properly within the WASH department and with the local partner;
- Be responsible for any expenses done for the WASH program and ensure their conformity with budget lines, codes, etc. / Monitor and follow monthly the budget (Forecast, IOF, BFU, etc);
- Ensure MOU and partnership agreement signed with local partners, contractor and others stakeholders are respected (progress of activities, budget spend, etc);
- Ensure the good quality of the relationship between ACF and local partners (YASNA, Kupang and TTS government).

Objective 2: Organize appropriate WASH activities
Activities:
- Organize and supervise implementation of the identified activities in coordination with the other departments;
- Define the implementation modalities (drilling, source sensing, pumps, hygienic education, etc.);
- Analyze the relevance and adequacy of the intervention with respect to the evolution of the context and needs;
- Regular intern and extern report activities;

Objective 3: General Coordination of Kupang WASH activities and team
Activities:
- Stress the Charter Principles towards the staff and Local partner.
- Creation of a good and fair work environment where mutual understanding prevails;
- Train the staff on ACF/humanitarian matters (when relevant);
- Organize recruitment process (when relevant) and WASH technical team training and coaching;
- Schedule and coordinate the team’s activities up to the plan and proposal;
- Appraise the WASH team members;
- Make sure that security is properly managed on the base and on the
field, actively participate in security plan update (when relevant).

Objective 4 : External coordination and representation of ACF in NTT in coordination with the HoM, for all the WASH technical related matters
Activities:
- Representation to the local authorities (Provincial [Governor], District [Head of District: Bupati, and government related department], Sub district authorities [Camat], and village authorities);
- Representation to donors when required, follow-up of the funding, proposal, progress reports, amendment, no-cost, etc.;
- Supervise reports and information given to local authorities
- Coordination meetings with others agencies
- Stress the ACF Charter principles to the others actors

Objective 5 : Contribute to mission’s WASH strategy and capitalization
Activities:
- Participate to the definition of the mission’s WASH strategy;
- Implement, in the framework of his project, mission’s WASH strategy, with the support of the keys document (ACF Charter, strategy ACFIN 2015, WASH policies and positioning papers, ACF national strategy and Indonesian WASH policy)
- Ensure the compilation of all essentials documents on a numeric support.

Qualifications/experience:
* Graduated in university in technical (civil works, hydraulics, mechanics) with an experience in humanitarian projects or WASH professional with skills
* Outstanding oral and written skills in Bahasa and English
* Relational and diplomatic qualities
* Capacity to analyze and have a global approach
* Capacity to organize the work and supervise a team
* Experience in problematic related to humanitarian
* Computer skills
* Experience in the field of WASH program in Indonesia
