American Red Cross - National Consultant for Marketing & Business Dev. Study

American Red Cross Aceh Program Organizational Development (OD) project in Indonesia aims to enhance the organizational capacity of the Indonesian Red Cross (Palang Merah Indonesia – PMI) to be capable in responding to the country’s disaster management and emergency health needs. The current project comprises five main components including governance, management, financial management, volunteer management, and financial resource mobilization.

The current OD project will provide refresher trainings for PMI personnel and a small grant to PMI Aceh chapter and branches to implement their resource mobilizations strategies. The grants will support activities that strengthen sustained resource mobilization and contribute to PMI’s core activities. The specific scope of the work funded by these grants can include strengthening existing PMI units that bring in funds and implementation of fund raising campaigns. Therefore, in order to help PMI determine appropriate opportunities or their resource mobilization activities, the project will hire a national consultant to conduct a study that will review PMI existing resource mobilization & marketing strategy & capacities as well as assess feasible resource mobilization opportunities for the future. The study will cover PMI Aceh Chapter & 2-3 representative branches. Therefore, American Red Cross is seeking candidates for the position of National Consultant for Marketing & Business Development Study

Consultancy Objective and Purpose

The objectives of the study are as follow:
· To review PMI chapter & branches existing resource mobilization & marketing capacities & strategies
· To assess & recommend feasible (business/marketing) options and opportunities that PMI chapter & branches could pursue as their future resource mobilization strategy (ies)
· To develop a business development plan template that Branches/chapter could use in putting forth their plan for the future.

Expected Deliverables
· Assessment Report (Full Report in Bahasa & summary in English)
· Business Development Plan Template

Tasks & responsibilities
· Review relevant documents (e.g. PMI Resource mobilization Guidelines & strategies)
· Conduct visit to & consult PMI Aceh Chapter and some branches
· Identify and assess 1-2 other agencies that are compatible to PMI
· Conduct preliminary presentation to ARC & PMI
· Develop & submit assessment report

National consultant selected will be expected to conduct the assignment for 2 weeks period, starting on Mar 22 – Apr 4, 2011

Skill and competencies required:
· Degree in Economy or business or current graduate student with focus on marketing, non profit sector management and/or fund raising
· Have previous experience in business development & management
· Previous experience in conducting business plan development or similar study
· Familiar with fund raising or resource mobilization
· Experience with Red Cross/ PMI is preferred
· Strong English Writing skills
