Hivos is planning to evaluate its Human Rights for All Program. The program started in January 2008 until December 2010. In order to identify the impact of the program and to improve the quality of Hivos program management, it requires two external evaluators to conduct the evaluation.

Individually or together, these evaluators must have the following qualities:
1. A strong academic or activist background with knowledge of human rights issues in Indonesia, which includes, pluralism, governance, rights of specific groups (PLWHA, Lesbian, Gay, Bisexual, Transgender [LGBT], indigenous people etc), gender, sex and reproductive rights and health, violence against women, domestic violence, and related issues;
2. Highly experienced in evaluating CSO and/or donor institutions programmes;
3. A strong knowledge on human rights, gender, and sexual and reproductive rights and health analysis;
4. Strong Organizational and Institutional Development (OD/ID) analysis; and
5. Well-informed regarding the social and political situation, human rights, women’s movement and other social movement in Indonesia.

The evaluation shall take a maximum of 20 days for the evaluators during the months of April – May 2011.
