World Food Programme, Indonesia invites applications from the eligible candidates for the following position:

Position: ICT Officer
Contract Type: Service Contract
Duty Station: Banda Aceh, Indonesia


Accountability:
Under the guidance and supervision of the Head of Unit, the ICT Officer will be required to take a positive proactive approach towards timely achievement of objectives, take initiative, working independently under pressure, prioritizing multiple tasks. This position requires a detailed understanding of all aspects of LSU activities and to work as a team player in close coordination with other members sharing information, results, developments and initiatives for the mutual benefit and synergistic accomplishment of project goals.

1. Coordination
Ensure effective coordination between WFP, BPBA and the DRR communities in Aceh to maximize the possibilities of inter agency collaboration in the field of Information Technology and telecommunications in relation to EPR and DRR. Support and facilitate Focus Group Discussion establishment process and assist in formulating adequate SOPs and Equipments Standard.
2. Training
Collaborate with colleagues in the Information and communication technology division to define corporate Information and telecommunications training policies and programs including the preparation of training modules. Analyze any established BPBA guidelines, procedures, equipments and Human resource capacities and capabilities to identify training requirements and provide recommendations for customizing established training courses. Manage develop and implement all aspects of a dedicated emergency telecommunications and ICT training course for partners within the DRR community.
3. LCA and Radio Network
Conduct an assessment of the telecommunications and electrical power supply facilities in Aceh and Nias as part of a Logistics Capacity Assessment and establishing a radio communication network in Aceh. Design and manage deployment Information technology and telecommunication systems including budget and planning in accordance with WFP corporate standards.
4. Procurement
Develop technical specifications needed to facilitate procurement of TC/IT equipment and services at the least possible cost and in keeping with rules and regulations stipulated in the Non –Food procurement manual. prepare TC/IT tender documents and carry out technical evaluation of bids and proposals received.
5. EPR/Emergency Preparedness Response
Develop and maintain appropriate information technology and
telecommunications contingency capacity. Contribute to the preparation and regular update of contingency plans. Periodically monitor the management of risks and report on any actions taken. Prepare operational plans and identify resource requirements at the onset of an emergency operation and be prepared to deploy at very short notice. Assist in all Disaster Risk Reduction, Emergency Preparedness, contingency planning and logistics preparations activities undertaken by LSU regarding ICT requirements and resolutions.
6. ICT (core)
Integrate information technology and telecommunication systems and ensure appropriate data security and access controls considering both local and wide area network issues. Track and monitor Information Technology and Telecommunications investments and recurrent cost, propose and implement methods to increase cost-efficiency. Identify and test new software and hardware for improving and upgrading system performance; install any technology upgrades as required Supervise any staff / technicians as required and perform any other duties as may be assigned. Perform other related duties as required.

Qualifications and Experiences:
Education: University degree preferably in information technology or telecommunication, computer technology or any science/logic related discipline.

Experience: Knowledge & desirable skills:
At least one year of postgraduate professional experience in the field of telecommunications.
Training and/or experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures.
Governing administration. Familiarity with operations of commercial communication services. Knowledge of WFP’s electronic communications needs and its PBX, radio and satellite systems.

Language Requirements:
Fluency in both oral and written communication in the UN language and national language of the duty station.
