Background
United Cities and Local Governments Asia Pacific (UCLG ASPAC) is one of the eight Regional Sections of the United Cities and Local Governments (UCLG) and based in Jakarta, Indonesia. UCLG is the largest local government organization in the world and the officially recognized voice of Local Government by the United Nations. The Asia and Pacific region is the biggest of the eight sections in UCLG with linkages to more than 7.000 local governments. It represents well over 3.76 billion people –more than half of the world population- and incorporates economically fast developing countries such as China, India and Indonesia.
UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities and their associations, and facilitates programs, networks and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable community development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising poverty alleviation, climate change, decentralization, local finance and MDGs.
UCLG ASPAC is accepting expression of interests from qualified Manager:
International Relations and Governance Programs candidates. The Manager will be placed at the UCLG ASPAC sub-regional office in Bangkok and provides support to the on-going operations and development of new co-operations in the Southeast-Asian region. The Manager reports directly to the Secretary General of UCLG ASPAC.
Responsibilities
The Manager will be responsible for the following:
§ Establish and maintain communication with partners and relevant stake-holders comprising international organizations, academic institutions, LGAs, LGs, CSOs, and media
§ Develop and implement communication strategy
§ Develop and maintain database and information of strategic partners and donor agencies as well as related programs
* Promote of UCLG ASPAC among potential members and the public
* Assess needs and scope of services for (potential) members
* Contribute to the formulation of membership oriented programs
* Identify potential donors for program/project funding
* Carry out mapping on relevant programs/projects assisted by national donors
* Collect and analyze information on essential development issues along UCLG ASPAC’s priorities
* Update and develop UCLG ASPAC country profiles
* Regularly disseminate relevant information to members and strategic partners in close coordination with UCLG ASPAC regional office
* Assist in organizing regional congresses, seminars or similar events
* Prepare monthly progress reports to UCLG ASPAC
* Perform other duties as required from time-to-time
Special requirements of the assignment
§ Minimum of a bachelor’s degree in communications, public relations, international relations, public administration, political science or related field
§ At least three years of professional experience in governance related development cooperation
§ Proficiency in designing and managing development programs/projects
§ Strong communication skills (Thai and English)
§ Excellent writing skills (English)
§ Computer software skills in all basic Microsoft word programs and publication software
§ Ability to develop liaison with senior representatives from LGAs/LAs, partner organizations and donors and work co-operatively
§ Ability to work under pressure and to deadlines required
§ Experience in working in an international environment, respecting different cultures and nationalities
§ Considerable domestic and international travel may be required
Assignment period
The assignment is on a part-time basis with a potential for fulltime employment. It will be for a period of 12 months and shall commence in May 2011.
