ASEAN AUSTRALIA DEVELOPMENT COOPERATION PROGRAM (AADCP) PHASE II CONSULTING OPPORTUNITY FOR TOOLBOX DEVELOPMENT FOR A PRIORITY TOURISM LABOUR DIVISION The ASEAN Secretariat and Australia, through the AADCP II, invites applications for a medium-term (10 months) consultancy for the above-referenced project.

I. Background

The Association of Southeast Asian Nations (ASEAN), established in 1967, consists of ten Member States (AMS): Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam. ASEAN is committed to working towards the achievement of the goal of regional integration through the establishment of the ASEAN Economic Community (AEC) by 2015. The tourism industry is seen as an important factor for sustainable socio-economic growth of the ASEAN Member States (AMS). The adoption of the Mutual Recognition Arrangement (MRA) on Tourism Professionals by ASEAN Tourism Ministers (ATM) in 2009 signified a major commitment of AMS in further strengthening the tourism sector. The objective of the MRA is to facilitate mobility of tourism professionals, to exchange information on best practices in competency-based education and training for Tourism Professionals and to provide opportunities for cooperation and capacity building across AMS. It deals with the recognition of foreign tourism professionals by other AMS through a certification process. Competencies are based on qualification, education, training and/or experiences and are the principal elements considered in granting mutual recognition of foreign tourism professionals. Following the conclusion of the MRA and the completion of the supporting components, the 13th ATM Meeting in January 2010 Bandar Seri Begawan endorsed “MRA Follow-up Implementation Requirements” including capacity development for members of related organisations under the MRA at regional and national levels. As a first activity, AMS agreed to develop training toolboxes for common competencies for the six identified labour divisions (housekeeping, food production, food and beverages services, front office, tour operation and travel agencies); and additional toolboxes for the specific housekeeping division’s competencies. The housekeeping division has been identified as a priority due to significant employment opportunities in the region. The toolboxes will be used by tourism training and education institutions in AMS (Certificate II to Advanced Diploma levels), as a reference to deliver a standardised competency-based training system for the housekeeping division. It will also be used to conduct professional certification programs for the housekeeping division. The Tourism Professional Certification Boards (TPCB) and National Tourism Professional Boards (NTPB) of respective AMS will be involved in the development and implementation of the toolboxes. NTPBs, in particular, will at the end of the project be given the ownership of the developed toolboxes and entrusted with the responsibility to ensure systematic implementation of the toolboxes in their respective countries.

II. Needs and Objectives
The overall project will contribute to efforts to strengthen the tourism sector, a priority integration sector within the AEC Blueprint, by supporting efforts to build the skills of workers in the tourism industry. It will do so by developing training materials for selected competencies in the tourism industry. This project will involve two phases. The first will develop training toolboxes for common and generic competencies for all six tourism labour divisions and selected toolboxes for housekeeping division competencies. The second phase, to be undertaken following the successful completion of phase one, will develop a pool of ASEAN Master Assessors and Trainers, provide Training of Trainers (ToR) and support limited piloting testing of the toolboxes. This TOR refers only to the first phase.

III. Outputs
Outputs of this project will be:
• One standardised template for training toolboxes for the six tourism labour divisions;
• Training Toolboxes: 39 for common and generic competencies across all the labour divisions and 7 Toolboxes for specific competencies in the housekeeping division (see Annex 1);
Each toolbox will consist of the following components:
• Approved unit competence (previously developed);
• Student manual (study materials);
• Trainer manual;
• Assessor manual;
• Evaluation materials.
These outputs will be achieved through the following deliverables: Deliverable 1 - Inception Report detailing the overall project methodology; Deliverable 2 - Draft template of toolbox for the six labour divisions; Deliverable 3 - Draft toolboxes for the common and generic units of competencies for the six labour divisions; Deliverable 4 - Draft toolboxes for the specific housekeeping division units of competency; Deliverable 5 - Notes on the outcomes of National Workshops to review the toolboxes; Deliverable 6 – Note on a Regional Workshop to endorse toolboxes; Deliverable 7 - Project Completion Report that includes the toolboxes and makes recommendations for follow up activities.

IV. Tasks/Activities
The following activities will need to be undertaken to achieve the outcomes and outputs presented above. The bidder should provide details on its approach to each activity in its bid and is free to recommend additional activities.

1. Inception Report
• Develop overall approach to project including conceptual framework, work plan and management plan and budget.
2. Regional Workshop of experts to review Inception Report
• Organise workshop
• Manage administrative and substantive elements of workshop
• Prepare summary note
• Revise Inception Report based on inputs from workshop.
3. Analysis of available toolboxes from AMS and other international sources
• Critically review existing toolboxes for the tourism sector from AMS
• Critically review existing toolboxes from other selected countries.
4. Development of template of toolboxes for all ASEAN tourism competencies
• Based on the above, develop a standardised template for toolboxes that includes:
• Competency standard;
• Training manual for trainees;
• Trainer manual;
• Assessor manual,
• Third party statement and
• Observation checklist.
5. Development of toolboxes for the common and generic units of competency for the six labour divisions and for the specific housekeeping competencies
• Using the template, develop training toolboxes for:
• 39 common and generic competencies across all divisions;
• 7 specific competencies for the housekeeping division.
6. National Workshops1 for consultation on toolboxes
• Organise workshops
• Manage administrative and substantive elements of workshops
• Prepare summary notes.
7. Refine the toolboxes based on input from the National Workshops
• Review results of national workshops
• Based on workshops, refine toolboxes.

1 Workshops will be organised in each of the AMS in coordination with appropriate national tourism bodies.

8. Regional Workshop to review and endorse toolboxes
• Organise workshop
• Manage administrative and substantive elements of workshop
• Prepare summary note

9. Submission of Project Completion Report
• Submit Project Completion Report which includes:
• All toolboxes and supporting materials
• Summary of activities undertaken
• Recommendations for future activities.

V. Reporting
The Consultant(s) will also provide summations of activities undertaken and issues that have arisen every two weeks. These will be submitted to the ASEC Project Proponent via email. Financial reports will be submitted at invoicing in line with a payment schedule to be specified in the consulting agreement.

VI. Project Management
The project will be funded by the ASEAN-Australia Development Cooperation Program II and managed by the Infrastructure Division of the ASEAN Economic Community Division at the ASEAN Secretariat. The consultant should be responsible for organising and conducting the scheduled workshops in collaboration with the host countries and the ASEAN Secretariat.
VII. Scope of Services
The consultancy will be undertaken over a continuous effective period of 10 months with approximately 30 person months of professional services. Work will commence immediately after contract signing.

VIII. Qualifications
In its proposal the bidder should demonstrate experience in:
• Developing competency-based training (CBT) for tourism sector;
• Developing curriculum for tourism training institutions including developing training assessment;
• Conducting capacity building programs including trainer and trainee guides;
• Provision of assistance to countries/institutions in establishing their curriculum and training materials for tourism sector;
• Research and survey design expertise; and
• Familiarity with the prevailing condition and environment, particularly in CBT in tourism sector in ASEAN Member State.

A thorough understanding of ASEAN, ASEC and AADCP procedures will be considered an added value.

IX. Bidding
Interested consulting firms are invited to submit a proposal in response to these Terms of Reference. This proposal should be in two parts: Technical and Financial components. The Technical component should present the following information:
• A brief discussion indicating the bidder’s understanding of the needs of the project;
• A brief analysis of key issues;
• A methodological discussion of how the bidder proposes to address those needs including assessment of key issues, analytical strategies that will underlie the project, specific techniques to be utilised, and practical discussion of possible limitations in carrying out the project;
• A detailed work plan that specifies activities to be undertaken, expected outputs and deliverables, resources to be utilised and timing;
• Staffing and management plan;
• A discussion on how measures to ensure the future sustainability of the outcomes of the project will be addressed;
• CVs of all proposed experts;
• Brief discussion of firm’s past experience in undertaking similar work and brief summaries of all projects undertaken.
The Financial component should specify in detailed all direct and indirect costs including rates and fee for experts, travel costs, workshop cost, etc.

X. Submission of Application
