Exciting Qualitative Evaluation Opportunity
Oxfam GB is an international NGO working in over 50 countries to address poverty and suffering through supporting development, humanitarian and advocacy interventions. In Indonesia, we currently work to improve the livelihoods of the poor, build participation in governance, and save lives by delivering humanitarian assistance.
The Raising Her Voice project is one of Oxfam GB’s projects in Indonesia. We are working with civil society partners in Paniai district in Papua and Aceh Utara district in Aceh, to promote the right and capacity of poor women to engage effectively in local governance at all levels through increased voice and influence and more effective institutional accountability . Oxfam GB desires to rigorously assess the effectiveness to date of this project in terms of achieving its targeted outcomes, particularly in relation to influencing duty bearer practice.

Oxfam GB is looking for a consultant to carry out a focused evaluation of its Raising Her Voice project. This process will pilot the use of Process Tracing to assess the extent to which: a) the changes the project is seeking to bring about have materialised; and b) there is evidence that the project contributed to these changes. Guidelines outlining the core evaluation protocol have been
prepared, and Oxfam GB is seeking an experienced external evaluator – with demonstrable qualitative research skills – to lead the implementation of this methodology.
