1. Introduction
Handicap International (HI) is an independent international aid organization working in situations of poverty and exclusion, conflict and disaster.
Working alongside persons with disabilities (PWD) and other vulnerable groups throughout the world, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
With a network of eight national associations (USA, Belgium, Canada, France, Germany, Luxembourg, Switzerland, and UK), Handicap International, founded in 1982 and co-recipient of the Nobel Peace prize in 1997, has programs in 60 countries and acts in both emergency and development situations.
Being a specialized international NGO in the field of disability, HI has initiated a project on “Mainstreaming Disability in Disaster Risk Management (DRM) Initiatives in Indonesia and Philippines” under the 7th DIPECHO South East Asia Action Plan funded by European Commission Directorate General for Humanitarian Aid (ECHO). In the Philippines, it is co-funded by Agencia EspaƱola de Cooperación International para el Desarollo.
2. Project Presentation
The overall goal of this project is to reduce the vulnerability of the people with disabilities to natural hazards by enhancing their participation into the disaster risk management activities.
To do so, the project aims to build the capacity of stakeholders by enhancing their knowledge and improving their skills on mainstreaming disability issues in DRR projects and regionally disseminate the lessons learned and best practices.
The expected results of the intervention are:
• In both countries, key local stakeholders in disaster risk management (DRM) have increased their knowledge on disability and mainstreaming disability in DRM
• Support the integration of DRM in local governance and development
• In both countries, PWD are effectively integrated in the targeted areas’ Community Based Disaster Risk Management activities
• A task force of disability focused organisations is prepared 1/ to meet PWD’s specific needs in case of a natural disaster (Philippines) and 2/ to do guidance on how to mainstream disability in disaster preparedness (Indonesia)
In the Philippines, the project raises awareness targeting government agencies (such as National Disaster Risk Reduction and Management Council, National Disability Affairs Council, Office of the Civil Defence), DIPECHO partners, local Non Governmental Organizations (NGO), and donor agencies in order to increase the understanding of disability issues in general and demystify the issue.
The project also builds the capacity of technical teams coming from the stakeholders and provide technical guidance to those interested in immediate implementation of the learning (P/M/B DRRMC, Albay Permanent Safety Emergency Office for instance).
Finally, the project builds the capacity of disability focused organizations (such as Simon of Cyrene based in Albay) and disabled people organizations (such as Nagkakaisang May Mga Kapansanan based in Cantaduanes to mainstream DRM and be in position to provide timely and
effective support to PWD in case of emergency.
In Indonesia, the project increases the capacities of key DRM stakeholders such as local authorities (Dinas Sosial), communities (TAGANA volunteer groups), local NGO and International NGOs in mainstreaming disability in their activities in the districts of Kupang and TTS. This is done through training and technical support provided by a disabled persons organization and a national NGO focusing on emergency relief and disaster risk reduction (DRR).
The project also supports directly PWD participation through delivery of appropriate individual support.
Finally, the awareness of targeted communities on disability, specific needs and aptitudes of PWD and the need of mainstreaming them in DRR, is raised via public events (International Day of Persons with Disabilities) and dissemination of newsletters and other relevant documentation.
Besides the field activities, the project includes components shared between the two countries. These are exchange of practices and development of Lessons Learned, and the development of a common disability inclusive DRR training manual.
2. Rationale
The Lessons Learned collection of this project is important for Handicap International due to its originality in South East Asia. After several interventions in South Asia and Central America, it is the first time that Handicap International introduces the mainstreaming of disability in DRR in the context of South East Asia. This intervention capitalizes on the design, tools and lessons learned of previous projects, and the opportunities and challenges identified during implementation will set the blueprint for future replications in the region.
To do so, Lessons Learned and case studies are collected in both countries throughout the project, in participation with partners. These are analyzed and prioritized during regular meetings in both countries. At the end of the collection and analysis process, recommendations will be developed and a document presenting the process will be published and disseminated.
This component represents an important amount of work within the project due to the specific skills required, simultaneous task to undertake and the substantial expected outputs (workshops and documentation). It implies a regular and close follow-up of activities in both countries and thorough technical support throughout the process to ensure an even quality of produced information.
3. Objective of the mission
Four main objectives were identified for the Lessons learned process under this project:
• Organize information about the experience of the project
• Identify « what works » and « what does not work » in the implementation of the project
• Process and elaborate this information in Lessons Learned
• Enumerate recommendations based on the Lessons Learned for possible replication of the project and building of organizational know-how
In order to ensure their effective and timely achievement, the following objectives are set for this mission:
• Coordinate the Lessons Learned process in Indonesia and Philippines together with the two Project Managers, their teams, the DRR Advisor and the Disability Coordinator
• Provide dedicated technical support to project teams in drafting and analyzing Lessons Learned and case studies,
• Organize and facilitate the workshops and meetings dedicated to share, review, compile and analyze Lessons Learned and case studies,
• Produce the completed Lessons Learned document for the project. This will include such actions as: development of document structure, collecting information with project teams, reviewing and editing information and case studies,, creation of additional case studies and Lessons learned on the basis of workshop outputs, producing draft documents for review by HI technical team, and coordinating the lay-out and production of the document
• Report regularly the progress of this process to the Operational Coordinator in Indonesia and the Programme Director in Philippines
4. Expected Results
The following outcomes are expected from the consultant during his mission:
• Lessons Learned and case studies are collected and drafted according to agreed standards in Indonesia and Philippines
• Analysis, tagging and prioritization of Lessons Learned is implemented efficiently and timely in each country via monthly meetings at project team level
• Debriefing of monthly meetings is organized between the consultant, Project Managers in both countries and DRR advisor via a monthly call-conference
• At the end of the Lessons Learned and case studies collection period, in June 2011, a workshop is organized in each country to select the most relevant Lessons Learned and complete the drafting process according to agreed standards (develop context, topic, intervention logic, success/failure factors)
• On the basis of the outputs of the workshops, a draft Lessons Learned document is developed in each country and shared with relevant HI stakeholders in July 2011
• A Lessons Learned seminar gathering the two countries project teams and other relevant external stakeholders (partners, DRR stakeholders and authorities) is organized from 25th to 27th July 2011 to present and discuss each country’s Lessons Learned document, develop common recommendations and agree on the content of the common Lessons Learned publication
• On the basis of the outputs of the seminar a common Lessons Learned document is developed, validated by Handicap International and published in August 2011
• Monthly reports are provided to allow a fluid monitoring of the progress of this process
Together with regular monitoring of outcomes, the following deliverable will be expected to release payment of instalments:
• Monthly reports including a set of Lessons Learned and case studies (April, May, June 2011)
• List of participants for the Lessons Learned workshop (May 2011)
• Minutes for the workshops organized in each country to select the most relevant Lessons Learned and complete the drafting process (June 2011)
• Draft Lessons Learned document for each country (July 2011)
• Minutes for the Lessons Learned seminar (August 2011)
• Lessons Learned publication (August 2011)
5. Consultant services
The following tasks will be implemented by the consultant during his
mission:
• Coordination and monitoring of the Lessons Learned process in Indonesia and Philippines

6. Practical Information
The proposed duration of the mission is twenty one weeks (21), starting 11th of April 2011 and finishing 31st of August. The duty station will be Kupang (NTT province/Indonesia). The mission will imply three (3) missions outside of the duty station, to support the process in the Philippines, and organize the Lessons Learned seminar in Manila, Philippines. The fee for the mission is 3,150 Euros. Payment will be released in three instalments:
• 40% after contract signing
• 20% after sharing of draft Lessons Learned document for each country
• 40% after printing of the final Lessons Learned document
Transportation and accommodation outside of the duty-station are paid by Handicap International.
7. Consultant qualifications:
Education: Degree in social sciences, development studies, disability studies or equivalent combination of education and experience in a related area.
Professional experience: 3 years of professional experience in the field of DRR, demonstrated experience in undertaking a Lessons learned process (supporting documents appreciated), experience of working with pluri-disciplinary teams and organizing training or seminars.
Language: Fluency in written and spoken English is compulsory.
Skills: Demonstrated analytical, technical writing, facilitation and
organization skills.
Person with Disability’s candidatures are strongly encouraged.
