DETAILS

1. Introduction

Handicap International is a non-governmental organization, specialized in the field of international solidarity. It was formed in 1982, with its headquarters in Lyon (France). Handicap International is working in over than 55 countries worldwide and a co-winner of 1997 Nobel Prize for Campaign against Land Mines. Handicap International is made up of a Federation and eight sections (national associations) which work together on mobilizing resources, co-managing projects and promoting the movements’ principles and activities. Handicap International is neither exclusively a development NGO nor exclusively an emergency relief NGO. As non-governmental, non-religious, non-political and non-profit making, Handicap International works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant.


Handicap International has been working in Indonesia since 2005 to support health and social initiatives related to disability issue. In collaboration with the Ministry of Social Affairs of Republic of Indonesia, Handicap International Indonesia implements activities that will allow people with disabilities in Indonesia to have greater opportunities to exercise their rights to enhance their dignity.

Handicap International Indonesia formulated a strategy which stated that the specific objectives of the activities are to increase the capacity of institutions and services working in disability field, confirming to general public and decision makers are aware that disability is a human rights and development issue, and empowering people with disabilities and their organization to become active actors in their communities.

Currently, Handicap International is developing advocacy program on the rights of Persons with disabilities (PwDs) in Eastern Indonesia. The activity focus on building disabled people’s organization (DPO) capacity to mediate, facilitate, promote, and advocate their rights.

2. Disability Rights Project Presentation

This project seeks to empower grassroots Disabled Peoples’ Organizations (DPOs) with the knowledge, attitudes and practices to advocate for their economic, social and political rights at a local and national level. Its messaging will engage a wide audience from government officials,international agencies and semi-governmental entities, to civil society organizations that are not disability focused.

The activities implemented are directly focused on capacity building initiatives targeting local DPOs to engage in disability rights advocacy. In accordance with this objective of the project and result from project mid term evaluation, Handicap International with financial support from Irish Aid will provide capacity building activities with aim to develop DPO’s and the members’ capacity.

Disability Rights Project Objective:
The overall Objective of the project is that People with disabilities (PWDs) in Indonesia live in a barrier-free environment where they are empowered, recognized as equal partners in the development of their communities, and have the same opportunities and responsibilities as all other members of Indonesian society.

Disability Rights Project Specific Objective:
Indonesian DPOs demonstrate the knowledge, attitudes and practices to advocate for the rights of People with Disabilities. DPOs will develop their ideas, technical capacity, and organizational capacity through advocacy practices.

3. Justification of the Activity

As one of the results of our discussion and exploration activities with DPOs, we found that the needs of support in psychological aspects are essential needs that missed to be addressed. In response for those needs, Handicap International Indonesia implements peer to peer support for persons with disability as one of many approaches in this project. The goal of this approach is providing ‘space’ to share and about self development and self esteem amongst PwDs

4. Objective of this activity

Provide DPOs’ with knowledges on peer to peer support and how to link the activitiy to advocacy of rights of person with disability

Training Specific Objectives
• Develop knowledges and equip DPO members on basic Peer to peer support concepts and methods (theoretical concept, self recognition, interpersonal relations, team building, self confidence, etc.)
• Build PwDs’ skills as peer supporters/peer facilitators
• Develop PwDs’ capacity on communication, leadership, team management in order to manage peer to peer support activities
• Develop PwDs’ capacity to foster expression and sharing of ideas through peer to peer activities.

Training Expected Outputs
• 20 – 25 participants developed their knowledge on basic understanding on peer to peer support.
• 20 – 25 participants developed their skill as peer supporter/peer facilitator
• 20 – 25 participants able to develop basic peer to peer activities in their community
• 20 – 25 participants able to link peer to peer activity to advocacy of rights of person with disability

Documents/Deliverable
In the end of the training, the facilitators/trainers should able to provide:
• A report of activity
• Peer to peer Activity facilitation Module(s)
• Pre test and post test evaluation package

6. Tools, methods, sessions or topics
6.1. Training Tools
The following training material will be put at disposition of the trainer(s) and trainees:
• Advokit developed by Handicap International Indonesia
• Disability Etiquette developed by Handicap International Indonesia

6.2. Traning Methods
Facilitators/Trainers will use participative and androgyny education approaches to participants. Belows are principles of androgyny to be applied in the training:
• Adults need to know the reason for learning something (Need to Know)
• Experience (including error) provides the basis for learning activities (Foundation).
• Adults need to be responsible for their decisions on education; involvement in the planning and evaluation of their instruction (Self-concept).
• Adults are most interested in learning subjects having immediate relevance to their work and/or personal lives (Readiness).
• Adult learning is problem-centered rather than content-oriented (Orientation).
• Adults respond better to internal versus external motivators (Motivation).
As a consequence, case studies, group discussion, role play and simulations are expected to use in delivering trainings topics. Films and other alternative media are fostered to be used during the training sessions.
Post Training facilitation:
Facilitators/trainer will accompany and provide necessary mentoring for the participants in post training session as needed.

6.3. Training Sessions or Topics
Generally, topics for training will focus on introduction of peer to peer support, knowledge and skill of peer facilitator/peer supporter but also include the following topics: healing, self recognition, and self esteem, building interpersonal relations, assertive communication, self coping mechanisms development, conflict management, and developing personal potential.

Duration of mentoring/follow up after the training: 3 months
Participants or target group: 20 - 30 persons (participants are the member of HWPCI, PPCI, PERTUNI, and FKKDAC). All DPOs located in NTB.

8. Profile, technical competencies & tasks of the service provider:
Expected trainer/facilitator(s) have following capacity:
• Persons experienced in professional training on Peer to peer support
• Persons or institution capable in providing professional training on psychological approaches and methods.
• Persons or institution capable to deliver trainings using androgyny methods
• Ability to adapt techniques, trainings and tools to the needs of PwDs
• Have an experience in working with PwDs.
• Able to provide mentoring session at least three months after the training
