The American Red Crosshelps vulnerable people around the world to prevent, prepare for and respond to disasters, complex humanitarian emergencies and life-threatening health conditions. It is a member of the International Federation of Red Cross and Red Crescent Societies(IFRC) and works with Palang Merah Indonesia (PMI).
Following the completion of the Tsunami Recovery Program (TRP) in June 2010, American Red Cross is presently developing a long term Indonesia Development Program (IRP). The IRP Program will be focusing on four main areas: Water & Sanitation, Health, Disaster Management, and Organizational Development.
Therefore, the American Red Cross is currently seeking the Senior HR & Admin Officer for the IRP Program to be based in Jakarta with an initial 12 months fixed term contract:
Duties and Responsibilities:
1. HR Functions
v Collect and file of complete delegates data, including maintain delegates file
v Collect, check and send delegates time sheet to NHQ based on schedule
v Up date the PTO & R/R data of delegates, coordination with HR in HQ and MSA calculation
v Draft and type form, correspondence letter related to HR
v Coordinate on all HR matters with IFRC and ensure that information regarding HR (e.g. new/extended/ending contracts, insurance, compensation, holidays, etc) is conveyed/communicated as required to national and international staff in a timely manner
v Become very familiar with GOI Manpower regulations, in order to advise management as the “informed source” within ARC.
v Manage as required HR files and provide appropriate information on staff to Federation Payroll officer
v Coordinate with Program Managers and Finance staff requirements and prepare staffing plan and update same as required consistent with program needs and available budgets
v Ensure all staff is aware of and formally acknowledge (i.e. signed statement) compliance with IFRC policies, e.g. Code of Conduct, Security Code etc.
v Manage HR files as appropriate to ARC staff who contracted by IFRC
v Promote and coordinate HR development activities related to ARC staff that maximize their potential, and motivate them, within budget parameters
v Coordinate the performance management process within ARC – specifically to encourage and monitor that managers are consistently applying the PDP system with their teams, including preparation of annual objectives/activities, verbal feedback and documentation on a quarterly basis.
v Closely communicate with field staff, most especially the Aceh Office Manager on any HR issues or concerns.
v Seek out opportunities for ARC staff that expands professional knowledge and/or skills development.
v Assist in identification of all consultants as required and prepare Short Term service Contracts as required.
v Manage template and/or information of vacant position
1. Admin Functions
v Coordinate with Office Manager for complete documentation of visa process purpose and send/given directly to delegate or NHQ
v Communicate with ARC HQ on matters related to HR and Admin as required
v Communicate with counterpart organizations ( i.e. PMI etc) ,as required
v Supervise JKT Admin staff to ensure effective daily operational of Jakarta office
v Update necessary information related to all admin matters (such as welcome Indonesia, regarding visa information, embassies, etc)
v Draft, type, make necessary summary (if needed) for admin information purpose
v Seek out IT support as required to maintain effective communications and documentation support.
v In charge of hotel and travel arrangement for international trip
v Coordinate with PMI and IFRC on any issues related to services and/or rental space associated with ARC occupancy in Wisma PMI
v In charge of meeting arrangement as requested
v Maintain the asset inventory data for Jakarta office and coordinate overall asset reconciliation .
v Update staff lists and contact info to send to NHQ
v Ensures general information flow regarding Admin matters
v Ensure update information related to ARC projects in Indonesia project, security matters, program, etc from newspaper, magazine and internet to be inform to Country Representative, Delegates and/or staff
v Translation from English into Bahasa and vice versa occasionally
v Perform additional assignment as requested
Qualifications:
- Undergraduate Degree in Administration, HR development, Management, Business, PR, or related field
- Minimum 4 years experience in relevant field
- Attention to detail and analytical capacity, ability to multi-task and problem solve
- Ability to maintain good interpersonal relationships and representational skills
- Flexible and able to work independently solve problems
- Ability to work in dynamic operating environment (i.e. after a major disaster)
- Knowledge of, or experience with the Red Cross Movement a plus
- Indonesian nationally
- Advanced knowledge and use of WINDOWS
- Ability to maintain confidentiality of sensitive information
- Excellent communication skills in English and Indonesian
