Vacant Position: Activity Coordinator for IDSS

IDSS and Euroconsult Mott MacDonald,managing the Australian Government funded Indonesia Australia Forest Carbon Partnership (IAFCP) Facility based in Jakarta, seeka highly qualified Indonesian national candidate forthe position of Activity Coordinator (AC)based in Jakarta.

This is full time position reporting to the Facility Manager. This individual will be responsible for contract administration, coordination, monitoring and reporting. The AC is to support contract negotiations between the Facility Manager and service providers and to monitor contracted deliverables. The AC work will be guided by the Facility Procurement Guidelines, budget forecasts, M&E Framework,and Contract Management and Performancedatabase.


The positions will be based in Jakarta with frequent travel to project sites.

Qualifications and Experience: The ACshould hold degree in a discipline related to natural resource management and/or business and management. The individual should have at least 5 years work experience in the Overseas Development Sector with demonstrated experience in contract management.AusAID experience would be considered an advantage.

It is expected that the ACwill be Indonesian nationalsand must be able to work
in English.

Terms of Reference:

1. Procurement: Maintain and carry out local and international procurement of goods and services for program activities based on Terms of Reference provided by the Partnership Office. Prepare and manage all aspects of procurement including Purchase Requests, Purchase / Service Orders, and all tender documentation as appropriate. Support the Facility Manager to manage the tender assessment process. Lead or participate as appropriate in contract negotiations in line the Head Contract with AusAID. Ensure relationship between activity, cost and performance is made explicit within all contracting activity to inform value for money audits.

Ensure all procurement activities are conducted according to the Australian Commonwealth Procurement Guidelines (CPGs), and assist others involved with the program, including the Partnership Office, the IAFCP Office Manager, Government of Indonesia stakeholders, program and NGO staff to adhere to these guidelines wherever possible.

2. Contract Management: Develop and/or manage a selected portfolio of program activity related service provider contracts including working with the Partnership Office to finalize Scope of Services, agree Basis of Payments, monitor and track milestone achievement and ensure quality financial and administrative compliance and reporting, convening service provider meetings were necessary. Develop innovative contracting approaches to achieve positive outcomes for users of services. Ensure compliance with a wide range of relevant legislation and guidance to ensure delivery of services that are high performing against national standards.

3. Financial Management: Check disbursement, verify accuracy of calculations and completeness of program activity contract financial supportingdocuments. Process contract payments, and monitor sub contract invoices and acquittals against the basis of payment, and budget monitoring. Process all financial and contract records of your portfolio according to the established Facility guidelines.

4. Recordkeeping: Maintain the contracts database andall relevant information for Sub-contractor progress and performance. Assume responsibility for all activity related contract and procurement document management and related administration; maintain the company filing system for your selected portfolio in accordance with the Head Contract and Commonwealth Procurement Guidelines. Ensure a coherent record of contracting is held, monitored and updated to assist the Facility to review priorities, spending against those priorities and the evaluation of impact.

5. Monitoring: Monitor the status of contract implementation and performance against thebudget,M&E Framework, Contract Management and Performance database and other Facility Guidelines (i.e. Environmental Management Plan and Gender Development Framework). Ensure performance of funding and contracted services are regularly monitored and reviewed to ensure services are effective,meet statutory requirements and deliver desired outcomes.

6. Reporting: Provide activity related reports and data to the Facility Manager and Partnership Office as required, particularly for Government of Indonesia and Government of Australia planning and reporting requirements such as Six Monthly Rolling Prioritization Plans and Quarterly progress reports.

7. Meetings, Seminar, Workshops: Assist in the planning and management of activity related seminars, meetings and workshops including all aspects of procurement and relevant record keeping / documentation of these events in accordance with IAFCP Guidelines and Facility budget.
