Vacant position in Kupang, East Nusa Tenggara : Knowledge Management and Community Outreach Specialist (KoMCOS)

CARE Indonesia in Kupang, East Nusa Tenggara is currently recruiting the following position for its project:

JOB TITLE : Knowledge Management&Community Outreach Specialist (KoMCOS)
DEPARTMENT/PROJECT : PROGRAM
REPORTS TO : PROJECT MANAGER of Partnership for Resilience (PM – PfR)

JOB SUMMARY:

CARE partners with the Red Cross, Wetlands International Indonesia and a number of organizations to promote disaster risk reduction, climate adaptation and ecosystem resource management in NTT. The Knowledge Management and Community Outreach Specialist works with community and local partners to implement the main core of the project which includes building resiliency toward disaster, increasing community’s capacity on disaster preparedness and adaptation to climate related hazard. The KoMCOS will bridge communication between CARE and its partners and ensure coordination with government and local institution. S/he will work with the community and partners to identify capacity within the community, identify gaps and risks while planning and developing the project, then assisting in implementation of project and evaluation. S/he will contribute to manage and share knowledge resource among stakeholders and represent CARE and partners in sharing of
experience and coordination meetings.

RESPONSIBILITIES AND TASKS:


KNOWLEDGE MANAGEMENT

• Assist in developing baseline and research tools, data analysis and building action plans
• Serve as a resource person in knowledge management and conduct trainings for staff, local partners and volunteers on varied topics such as community facilitation, surveying, report writing, etc.
• Develop and implement a communications strategy to ensure coordinated effort, sharing of information and exchanging of experiences
• Contribute to monitoring and evaluation of the project by working closely with the PM and other team members
• Carry out weekly meetings with staff and local partners to identify, discuss and resolve challenges
• Public information: In coordination with the Communications Specialist and Program Design Specialist, the KoMCOS will devise and implement public information mechanisms for awareness-raising and promotion of CARE projects and activities in program communities
• Respond to requests for information and act as spokesperson for the project team when appropriate
• Write human interest stories, take photos and write project overviews related to the effort of linking and learning
• In cooperation with the PM, conduct capacity assessment of local partners and other community institutions

COMMUNITY OUTREACH
• Develop and maintain excellent relationships with community leaders and key persons, act as a mediator between CARE, local partners and the community
• Work with community and local partners to identify capacity, gaps and risks, particularly in areas prone to climate related hazards
• In coordination with the PM and local partners, conduct awareness raising campaign in the community
• Assist in policy dialogue or advocacy meetings at community level
• Undertake information dissemination to keep the community informed on the project and its accomplishments
• Serve as a resource person in matters related to communication with the community, needs assessment, activity planning and complex analysis

QUALIFICATIONS:

• Education: Minimum bachelor degree in social study, communications or other related field;
• Minimum five years' experience in community development in Indonesia;
• Excellent writing, editing and communications skills (Bahasa Indonesia) and fluency in English required;
• Strong computer skills (Microsoft Office, photo editing software etc.);
• Attention to detail and an orderly approach to tasks;
• Ability to manage multiple tasks effectively and follow-up where required;
• Ability to work in a team and under pressure: the position requires an individual who is flexible, can work overtime when required, learns quickly and displays initiative;
• Gender and cultural awareness and sensitivity required, and dedication to CARE's mission;
• NGO experience desirable.
