Water and Sanitation Project Officer for The Netherlands Red Cross (NLRC)

Position: Water and Sanitation Project Officer
Duty station: Indonesia, Papua
Duration: 6 Months (with possibility of extension)
Starting date: End of March (as soon as possible)

Context of the position:

Indonesia
The Netherlands Red Cross (NLRC) is supporting the Indonesian Red Cross Society (Palang Merah Indonesia = PMI) since PMI was established in 1945. At this moment NLRC support consists of a bilaterally organized longer term development programme and an emergency response & early recovery programme. Emergency response is organized both bilaterally and multilaterally through the Federation or through ICRC (in particular in case of large-scale (natural) disasters).

As part of NLRC development programme, water and sanitation (watsan) is planned to extend to new area, Papua. Papua,as a sensitive area, adaptation and recognized of the local context is a priority to run and manage the project. Due to this reason, highly important to has the NLRC Programme Officer frequently visit/based in project site to supervise the watsan programme, in this case specific in Papua. The NLRC Programme Officer will provide technical assistance to PMI in the implementation of below outlined NLRC funded projects,


Overall tasks and responsibilities

NLRC Programe Officer within the area of Watsan to assist The NLRC Watsan Senior Programme Officer in programme development and implementation.

The main task of the NLRC Programme Officer is to provide technical support to the PMI Health and Social Services Division at HQ in implementing water and sanitation projects, and to build their capacity (as well as in chapters and branches where the projects are implemented).

Specific tasks and responsibilities NLRC Programe Officer:
Support The NLRC Senior Programme Officer in overall programme development and implementation.
Facilitate, supervise and monitor the PMI Watsan programme funded by the NLRC
Support and advise, branches, chapters and relevant PMI divisions, on technical matters and programme management related to Watsan program
Identify and support training needs and plan, organise and supervise training and general activities in collaboration with the Watsan PMI programme staff
Provide timely narrative and financial reports and general updates to ensure that implementation is in line with the objectives, regulations and procedures of NLRC including to ensure and checking financial and narrative report of branches and chapters are of enough quality to be send to NLRC Programme office
Strengthen the capacity of targeted PMI Provinces and PMI districts in promoting watsan programme in order to engage local government, private sector and community partner in support of programme implementation, particurlarly on community and resources mobilization
Translation of documents and during meetings
Assist the NLRC Watsan senior programme officer whenever needed

Reporting
The NLRC Programme Officer will supervised by NLRC Senior Programme Officer; the NLRC Programme Officer will reported to Senior Programme Officer and NLRC Country representative in Indonesia will also work with the NLRC technical advisors, in particular on the topics of Health, water & sanitation and Planning Monitoring and Evaluation to ascertain that the NLRC adopted technical quality standards are adequately adopted and considered in PMI’s programmes.

Additional information
The NLRC Programme Officer, he/she have to travel frequently to Papua

Requirements and competencies
§ University degree or advanced degree in engineering or related field
§ Experienced with community development and recognizes the importance of community participation and ownership in all phases of programme implementation.
§ A minimum two years of field-based experience preferable in watsan programme and with emphasis of Red Cross/Red Crescent society.
§ Shows great affinity with health education projects, hygiene and environment promotion.
§ Good command of English (speaking, writing, reading).
§ Shares knowledge and experience, a good team layer, possess leadership and self management
§ Ability to work in a multi-cultural, challenging environment in minimum supervision
§ Adapts easily to local (basic) conditions.
§ Excellent communication skills.
