Water Officer (Jakarta Base)

Yayasan Tirta Lestari is a non-profit organization that works with disadvantaged Indonesian communities to improve water & sanitation conditions through educational activities and participatory projects. Our organization is comprised of the following four programs:
• Public Health Promotion Program
• Clean Water Program
• Improved Sanitation Program
• Solid Waste Management Program

The overall purpose of the Water & Sanitation Officer job is to advance our Clean Water Program, which includes providing sound project assessment, strategic planning, design, budgeting, implementation, monitoring, evaluation and reporting.


Start date: as soon as possible
Duration: full-time, after successful completion of 6-month probation period
Base location: Jakarta Selatan (Cilandak)
Report to: Program Coordinator
Work hours: 8:00 – 16:30, Monday – Friday

Job Responsibilities:

To be responsible of all projects, constructions, and activities inside Sanitation Sector, include planning, organizing, implementation, monitoring, and evaluation of sanitation program in Jakarta that meet Sphere Standards and are child friendly. The incumbent will primarily be responsible for the implementation of project activities on the ground.
MAJOR RESPONSIBILITIES
Water and Sanitation Project Management
• Lead and run overall management of Water Sector, including design, preparation and planning, coordination, projects implementation (construction and other activities inside watsan sector), and projects monitoring and evaluation.
• Supported by other members of WatSan Sector core team (Quality Control & Design Engineer and Quantity Surveyor), Water Officer will review and approve all child friendly construction designs and establish technical standards in materials and construction techniques
• Lead the supervision of all field activities related with Sanitation issues.
• Develop and supervise community mobilization strategies to engage participation of beneficiaries in design, site, simple construction – e.g. drainage, pathway, latrine, and other simple water facilities, and also in maintenance of water system/facilities as well as contributions of appropriate labors and materials.
• Ensure SPHERE standards are applied for watsan management in all Yayasan Tirta Letari areas, including the needs of other sectors which have water sanitation issues in their program.
• Develop and implement monitoring tools for evaluating and ensuring all projects can satisfy the outcomes and the outputs targeted in the projects proposals.
• Data collation, accurate record keeping, and management of information to measure progress and impact of projects.
• Ensure the quality and timely completion of reconstruction and rehabilitation of watsan facilities.
• Manage and ensure the accountability of watsan projects, especially expenses, are according to project budget, and Tirta Lestari financial and logistic policies are applied on expenditure process.
• Coordinate the field visits to project sites for visitors and guests as well as for any Goal counterpart visitor.
• Assure full and complete compliance to Tirta Lestari policies and procedures.

Reporting
• Prepare and submit concise achievement report of previous week and month to Program Coordinator. Reports should include achievements of the previous week and month, shortfalls, welfare of staff, requisitions for subsequent months, items expended etc.
• Ensure that Program Coordinator is regularly updated on progress of activities and is aware of any key issues. Making recommendations based on his/her findings is also included.

Job Qualifications:
Minimum S1 degree in Environmental Engineering specialist on water
Previous experience in community motivation and development
Proficient in both English and Bahasa Indonesia
Commendable initiative, independence, integrity, and reliability
Proficient in Microsoft Word, Excel, PowerPoint, and Internet
Ability to work collaboratively in a small team
Logical and competent decision-making skills
Creative thinker and strong communicator
Understanding and sensitivity of social and cultural diversities
Flexible schedule and able to travel
Knowledgeable of Indonesian government logistics is desirable
Able to be interviewed in Jakarta
Candidate must living in jakarta
