American Red Cross Program Organizational Development (OD) project in Indonesia aims to enhance the organizational capacity of the Indonesian Red Cross (Palang Merah Indonesia – PMI). PMI has included organizational capacity development as one of its strategic priorities for 2009 – 2014. Various strategies and efforts have been made to pursue these including investing in system and resources (human & financial) development. PMI thus introduced a ‘self assessment’ mechanism to measure its capacity development on regular basis that will also inform its capacity building plan. PMI has developed a set of tools (questionnaires) for this self asessment and had recently been field tested in 33 provinces throughout the country. The experience and result of the field test, however, revealed the needs for some important improvements on the tools including weighing and scoring of the questions, verification, analysis, and methodology.
Therefore, American Red Cross seeks Consultant who could providing technical assistance for PMI to improve the self assesment tools.
Consultancy Objective and Purpose
The objectives of the consultancy are as follow:
1. To review and revise the existing PMI organizational capacity self assessment tool to ensure that only relevant and robust elements/questions will be included in the tool as well as to consider the weighing and scoring of the questions.
2. To review the assessment methodology and protocol and make sure that they are statistically correct and of research proven quality. This includes providing inputs on data verification and tabulation to ensure the reliability and validity of the assessment.
3. To develop a brief implementation guides including technical input on the analysis and interpretation of the findings along with some default recommendations to addressed particular issues.
Tasks & responsibilities
1. Review the assessment tool and other relevant document (such as PMI AD/ART, Strategic Plan 2009-2014).
2. Consultation meeting with ARC 7 PMI as relevant
3. Develop self assessment questionnaires
4. Refine the methodology, protocol, and analysis of assessment tool
5. Discuss the tools, protocol and implementation guides with ARC & PMI
6. Submit final deliverables to ARC
Expected Deliverables
1. A set of standard self capacity assessment tools along with the data analysis & interpretation format
2. Implementation guides Consultant selected will be expected to conduct the assignment for 2 weeks period, starting on Apr 15 - 30, 2011
Qualification
1. Advance Degree in management or other relevant field of study
2. Expert and experience in organizational development
3. Previous experience in developing similar tools
4. Familiar with PMI operational mode and works
5. Strong understanding on Research methodology and data analysis
