Deputy Program Manager - Asia Climate Change Adaptation Project

(IMSG), www.imsg.com, a government contract organization in a request to provide a bid for a proposal will be seeking to submit resumes for a Deputy Program Manager to work at the U.S. Agency for International Development (USAID) Regional Development Mission for Asia (RDMA) office which is based in Bangkok, Thailand. The Deputy Program Manager will be responsible for program management, administration, and operations, including personnel management, performance management systems, financial management, and timely completion and submission of all program deliverables. The hiring for this position will be contingent upon award of the contract. The location of this project take place in Bangladesh, Cambodia, India, Indonesia, Laos, Maldives, Mongolia, Nepal, Philippines, Sri Lanka, Thailand, Timor-Leste, and Vietnam
Project Overview:
This project will address capacity and information needs of eligible governments in the Asia region in accessing climate change adaptation funds and accelerating investments in initiatives that increase resilience to the negative impacts of climate change. The impetus for this program stems from the critical importance of addressing the impacts of global climate change (GCC), and in particular the capacity and financing needs of the regional governments.
USAID’s Regional Development Mission for Asia (RDMA) is based in Bangkok, Thailand and supports regional activities that address regional-level development and environment priorities, and provides value-added support to USAID bilateral missions. RDMA’s geographic scope encompasses Southeast Asia, East Asia, South Asia, and the Pacific. One key advantage of RDMA’s regional mandate is the use of regional programming to amplify development impact at regional, national, and sub-national levels. Working across Asia, RDMA is uniquely positioned to address transnational/regional issues and seize opportunities for catalytic change across multiple countries, often while complementing and furthering the objectives of bilateral USG-funded programs.
Qualifications:
•Prior USAID project administration
•Relevant work experience, including experience with a contractor or international NGO managing an office or program.
•Must have a direct knowledge of performance evaluation and monitoring systems.
•The candidate should have a strong understanding of both the Contractor’s and USAID’s policies and procedures in regards to financial management, financial reporting, procurement processes, and systems.
•Minimum of five years of previous or current management, preferably in overseeing multiple program areas simultaneously; hiring, training and supervision of local personnel; financial management including budgeting; tracking, reporting and accounting of finances and procurement.
