General Description of Role
Provide technical support for the implementation of the Decentralized Basic Education Objective 3 (DBE3) project in the province of Central Java. Work with the Provincial Coordinator to support, coordinate and supervise the work of the District Coordinators in implementing project activities at district level.
Main Responsibilities & Duties
Project Development and Implementation
1. Work with Provincial Coordinator to supervise and provide technical support to the District Coordinators and GOI in the implementation and monitoring and evaluation of project activities, especially in the project districts.
2. Liaise with the Administrative and Finance Officer to ensure there is sufficient administrative support to support these project activities and liaise with the Communications and Advocacy Officer to support enhanced reporting and advocacy efforts in the field.
3. Work closely with the DBE3 technical team in Jakarta to maintain the quality of materials being delivered in the field.
4. Provide technical and management support to the DBE3 Provincial Coordinator and communicate issues that arise in the field to the Provincial Coordinator.
Representation and Coordination
1. Liaise closely with the DBE3 technical team and act as a conduit for technical support and communication between these advisers and the districts.
2. Identify good practices being implemented in districts and ensure that these are conveyed to other districts.
3. Ensure that inputs from District Coordinators and relevant technical staff within district/provincial education and religious affairs offices are used to inform project work-planning.
4. Maximize involvement by government technical counterparts in project activities, including through facilitating field visits to project sites and activities.
5. Work and coordinate closely with DBE1 and DBE2 technical staff.
Occasional Significant Duties
1. Support periodic visits by technical support staff from Jakarta and evaluation activities by USAID and/or GOI counterpart organization.
2. Provide technical input into DBE3 provincial efforts to promote the replication of project activities.
3. Prepare and/or contribute to project technical reporting as required by the DBE3 technical team, Provincial Coordinator, and technical Project Director.
4. Provide technical support and implementation of non cash grant (follow up support).
Required Qualifications
§ University degree in education, or related field is preferred;
§ At least 5 years work experience. At least 3-5 years working experience with an INGO and NGO in a relevant position;
§ Good fieldwork, mobilization, and communication (written/oral) skills;
§ Good organization and time management skills;
§ Excellent interpersonal skills;
§ Able to work with limited supervision;
§ Familiar and able to operate Microsoft Office packages;
§ Good written and spoken English and Indonesian language skills;
§ Ability to act in advisory or mentoring role, and to undertake capacity building in the field of education;
§ Ability to develop good relationship with stakeholders and colleagues-able to work well with others;
§ Possess some prior knowledge of education and youth issues, experience as a teacher or professional trainer is strongly preferred;
§ Good report-writing skills;
§ Good information management skills;
§ Demonstrated ability to work independently with limited supervision, and as member of a team;
§ Ability to create a supportive environment amongst all staff.
