Job Description

RTI International is seeking a Chief of Party Candidate and a Deputy Chief of Party Candidate for an anticipated USAID-funded education project in Indonesia. The project will support the Government of Indonesia with education management and improving quality teaching and learning at the primary and junior secondary levels. This position is contingent on RTI being awarded the anticipated project.


Chief of Party

Responsibilities and Duties:

· Establish and maintain cooperative relationships with key stakeholders, including host government counterparts from national to district levels, both public and private universities in Indonesia, other government bodies, partners and stakeholders, USAID/Indonesia, and other donor education projects

· Oversee technical, administrative and financial operations (e.g., operations, compliance, reporting, and implementation and supervise and direct all technical and administrative staff).
· Ensure the timely and quality completion of program technical, financial and grant deliverables, including Work Planning, Performance Monitoring, Quarterly Reporting and expense reporting.

· Oversee and support the design and deployment of training and/or capacity building for partners.

· Guide and provide direction for comprehensive teacher training to improve teacher and student performance, as well as measurable improvements under all project components.

· Work with staff and partners to ensure improvement of instructional practices and learning environments in classrooms, building upon literacy and numeracy assessment data.

· Work through national ministerial or technical working groups and support government counterpart technical staff to implement program elements to improve instructional practices.

· Strengthen support for communities' active engagement, including parental support for early literacy and numeracy, and school based management.

· Oversee maintenance of management policies and procedures for quality assurance of communications and reporting, information outreach and dissemination to stakeholders.

Required Skills and Qualifications:

· Masters and twelve years or a Bachelors and 16 years of relevant field experience in educational development, including policy dialogue, education reform, early grade literacy and numeracy, assessment, research, teacher professional development and school management support programs.

· Detailed knowledge of teacher training and systems needed to support reforms in teacher training at pre-service and in-service levels. Demonstrated experience supporting Ministries of Education in effort to reform their education systems, policy formulation, required, including use of data for decision-making. Ideally, experience as a manager of similar programs in Indonesia, and a Master's or higher degree in a related field.

· Demonstrated ability to manage and motivate international and local staff into a cohesive project team and into effective and efficient sub-project teams and to deliver on results is essential.

· Experience with USAID or other international donor project management policies, procedures and reporting requirements required.

· Strong record in managing large scale and complex projects.

· Fluency in English required. Fluency in Bahasa Indonesia preferred; working knowledge of Bahasa Indonesia will be considered.

Deputy Chief of Party

Responsibilities and Duties:
· The DCOP will play an integral role in leading programmatic activities, providing technical direction and managerial supervision over all aspects of the program. This person will liaise with senior government officials, community groups, and other stakeholders in representing the program.

· Responsible for interfacing with both USAID and other counterparts for the overall direction of the project in the absence of the COP

· Organize and lead the project staff in all aspects of project implementation. Accountable for the timely submission of all required contractual deliverables and expected results.

· Provide technical support and assistance to governmental counterparts and staff in carrying out the teacher professional development, whole-school development, and life-skills programs.

· Advise and consult with the relevant government counterparts and coordinate the day-to-day operations of project core staff and field offices.

· Oversee operations, financial management, communications, and information technology support. The DCOP will also manage the planning and implementation of field activities which includes oversight of budgets, grants, operational plans, reporting, and procedural and financial compliance.
