MALUKU
Program Summary Spice up the Deal:
While the spice sector is substantial source of income for low-income farmers, it faces constraints at all levels of the market system. Farmers’ cannot access inputs, information, or services, and consequently are unable to improve yields and quality. Even if farmers have the ability to improve production, they have no incentives to invest in improved practices due to undifferentiated sales channels. Spice Up the Deal will increase farmers
profits from spice production (reduced costs and increased terms of trade) by 10% within 2 years, benefitting 1,500 farmers or 7,500 individuals. Within 4-6 years, a 15-20% increase in productivity is expected as grafting techniques and rehabilitation of crops begin to show results. We expect a 25% increase in profits from clove and nutmeg within 4-6 years of implementation, roughly 75$ per year. This will be achieved by targeting the root constraints the sector faces through a market development approach, facilitates market actors becoming more inclusive of the poor to their mutual advantage, thereby generating sustainable solutions to alleviating poverty.
In a two year project, Mercy Corps proposes to pilot solutions geared towards addressing all actors in the value chain (farmers, exporters and traders), supporting markets, and the enabling environment (government cooperation). These include increasing production and quality at the farm level, improving buyers’ business practices so that they are more inclusive of the poor and provide needed-sustainable support to farmers, increased access to national and international markets by nutmeg and clove exporters, and improving the policy Enabling Environment.
1. Project Coordinator/Senior Business Advisor – Spice up the Deal (SUD)
The Project Coordinator responsible for all aspects of project implementation for SUD project with target nutmeg and clove farmers and buyers (traders and lead firms) in Maluku, Indonesia.
Responsibilities include: rigorous planning, design, monitoring and evaluation, staff supervision, budget management, donor relations report writing and overseeing all elements of program implementation. Close engagement, partnership and capacity building with local government, local NGOs, private sector and community partners are critical. He/she will lead all management meetings for strategic planning of the program. He/she will also spend considerable time at project sites to monitor program quality and compliance.
Qualifications:
· 5-7 years of field-based experience in staff management and project implementation. Experience in economic development project and private sector is essential.
· Demonstrated experience in economic development, agriculture, business or financial services.
· BA/S or equivalent degree, preferably in economics or business.
· History of working effectively and respectfully with host country government, private sector, farmer communities, INGO and NGO partners.
· Demonstrated experience working effectively with diverse stakeholders in a conflict or post/conflict setting
· Demonstrated skill in communication, report writing, financial management, monitoring, evaluation, team management and problem solving.
· Fluency in English.
· Candidate must be willing to travel and work in difficult conditions.
· Candidate must be willing to work during evenings and weekends for community mobilization activities and meetings with private sector.
2. Program Officer – Spice up the Deal (SUD)
The Program officer - Economic Development will be responsible for carrying out the tasks needed for the implementation for the project under the guidance of the Program Coordinator. Duties will include carrying out assessments and survey, farmer mobilization and engagement, training lead farmers, providing guidance in business start-up and trouble shooting, and ensuring transparent information regarding the community, including timely reporting on issues that may impact the project. S/he will be SUD’s coordinator right hand, and an indispensable component of the project’s success, so willingness to learn, motivation, innovation, flexibility and commitment to the community and the project is a must. S/he will be responsible for updating his/her weekly and monthly work plans and carry his/her work with a sense of urgency.
Qualifications:
University degree in economic or related fields 3-4+ years of field-based community development experience, preferably with a focus on economic development and poverty reduction
