Save the Children - Invitation for Consultancy Biding Process - Mid-term Evaluation project

Save The Children started its humanitarian assistance in Maluku since 2002 after civic unrest occurred in the area with estimation of 5000 people killed and over 250,000 displaced. While the inter-communal violence has now abated, and there are positive signs of communities rebuilding, there remains tension between these communities and a potential for resurgence of violence. The project initially implemented to respond children's needs in emergencies through provision of direct
assistance to beneficiaries. Currently, with funding from SCNZ - NZAID, Save the Children has shifted its programming to a more development approach by working with local partners in education and child protection.

Funded by NZAID and supported by Save the Children New Zealand, the project started officially in March 2010 and will be ended in February 2012. The project is implementing in 75 schools in 3 districts, and reached around 13.000 students. After a year, there is a need to conduct mid-term evaluation of its performance to ensure implementation and enhancing quality for better supports in the future.

Goal and objectives of the project are below:


Overall Objective:

Sustainable improvements in the quality and access to education for children in three districts in Maluku as a result of good governance and empowerment of civil society

Objective 1: Ensuring increased allocation of resources

To increase the financial and human resources and other voluntary contributions available to improve the quality of education for children in 75 primary schools in 10 target school clusters through mobilizing community participation in school-based management, developing better planning mechanisms and advocating for higher funding allocations from the district government.

Expected results:

1. School committees mobilize greater levels of participation by community members in the implementation of school-based programs that increase children's access to quality education and improve the transparency of school management.

2. A centralized database at sub-district level (UPTD) is developed that will contain information about access and quality of education and feeds into education planning process at district and provincial levels.

3. Initiatives on increasing education budget allocation for human resources improvement through the support of Education Councils in each district.

Objective 2: Capacity building of duty bearers and rights holders to ensure children's rights are fulfilled and enjoyed

To build the skills and knowledge of three local NGO and 75 school committees towards establishing and developing mechanisms that ensure schools are safe and enable the fulfillment of children's rights.

Expected Results:

1. Increased capacity of local NGO to advocate with children on local issues in education to parents, community, and education stakeholders.

2. Improved local NGO partners' knowledge and capacity to advocate and respond to issues relating to child protection and child participation.

3. Established protection mechanisms in school that keep children safe from physical and emotional abuse from teachers and peers.

4. Significant reduction of violence towards children as the result of increased understanding of active learning methods, child rights, children's development and positive discipline.

5. Children's needs in education become part of School Development Plans (focusing on safe schools); their ideas respected and considered a priority.

Objective 3: Strengthening education systems for sustainable change

To provide sustainable support to the professional development of school management and teaching staff through revitalization of existing education system and structure in 10 clusters over three districts and two institutions.

Expected Results:

1. Teacher, principal and supervisor working groups are functioning effectively as staff development centers, to regularly support all teaching and learning improvement in the schools, and to increase capacity of education stakeholders to provide a safe learning environment.

2. School supervisors have the resources and capacity to support school committees to prepare and implement effective and realistic School Development Plan (SDP).

3. The curriculum for local pre-service teacher training (Pattimura University) and training modules for in-service teacher training institution.

Objectives of the study

The mid-term evaluation is to:

1. Identify major achievement against intended objectives of the project.

2. Note any constrains and gaps of the project.

3. Compare the mid-term evaluation results and baseline results.

4. Giving suggestions for the future implementation of the project.

Responsibilities

In close collaboration with Senior Program Manager and all SEQUEL team members, the consultant should:

1. Develop the mid-term evaluation proposal including methods and instruments. This will also include working with project team and relevant people in developing and agreeing on key mid-term questionnaire.

2. Doing both quantitative and qualitative approach in this mid-term study. The qualitative approach can be interviews with manager, project officers, and staffs involved with the project. Also, interviews with program participants and key stakeholders, plus children as the main stakeholders using child friendly FGD

3. Review of relevant documents.

4. Comparison of project overall objectives and objectives with actual activities.

5. Directly recruited, manage, train and supervise the enumerators.

Key deliverables

1. Mid-term proposal need to be submitted for approval.

2. Presentation of the preliminary findings after the completion of field work.

3. Submission of draft report after data collection.

4. Submission of final report in English within 1 week after receiving the feedback from Save the Children on the draft report.

5. Data set on SPSS or any analysis software used including programmed syntaxes and soft copies of the information collected from the field used for data analysis.

6. Properly filed/archived hard copies of filled-in questionnaire, transcripts of any discussion and interviews.

Time Line

The consultancy is expected to commence in the start of 1 May 2011 and be completed by 31 May 2011.

* Communication Skills: Well developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders.

* Integrity: Works with trustworthiness and integrity and has a clear commitment to Save the Children core values and humanitarian principles.

* Resilience/Adaptability and flexibility: Ability to operate effectively under extreme circumstances including stress and harsh living conditions. Works and lives with a flexible, adaptable and resilient manner.

* Awareness and sensitivity of self and others: Demonstrates awareness and sensitivity to gender and diversity. Have experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner.

* Work style: Is well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem solving skills.

* Knowledge and skills: Knowledge of current best practice in participatory assessment, design monitoring and evaluation. Can use all relevant computer technology

* Have experiences, preferably within Save the Children working area.

Technical Competencies

* Degree in Social Sciences or related field.

* Demonstrated expertise in conducting assessment, monitoring and evaluation

* Comfortable interacting with all segments of the affected population

* Ability to interact clearly and effectively with government and non-governmental partners and other organisations

* Ability to write a comprehensible report that could be used as a lesson learnt to move forward and performs better for the communities.
