Call for papers for intellectual property evaluation seminar, WIPO

Background

1.    The IAOD Evaluation Section has planned as part of its 2010-2011 Biennial Evaluation Plan a series of workshops and seminars aimed to raise awareness of the evaluation function among WIPO staff and stakeholders. As part of its plan a two –day Evaluation Seminar has been scheduled on Thursday 6th and Friday 7th October 2011. The 2011 Evaluation Seminar will take place at WIPO’s headquarters in Geneva, Switzerland. The topic of this year seminar will be on “Learning from Evaluations of the Impacts and Effects of Intellectual Property (IP) on Development”.

2.    Since the introduction of the Development Agenda in WIPO the organization has refocused its activities towards development. This new focus has increased the need for evaluating the impacts and effects that WIPO activities have on development. However, evaluation is new within the Organization and lessons learned from previous evaluations are not possible. Furthermore, the lack of evaluation examples on intellectual property does not support the creation of a common evaluation and learning culture among staff and stakeholders. Since there is a growing interest on the impact of intellectual property activities at the country level, it will be timely to learn from already existing evaluation work and look at good intellectual property evaluation practices in order to create awareness within the Organization and enhance an its evaluation culture.

3.    The main focus of the 2011 Evaluation Seminar is sharing good practices in Evaluation of Intellectual Property. In order to share leading examples from across the world, IAOD Evaluation Section is launching a call for evaluation papers on issues related to the effects and impacts of intellectual property. One of the most valuable features of 2011 Evaluation Seminar is the focused learning that will take place during the sessions. These sessions offer attendees with an in-depth exploration of a skill or area of knowledge.

4.    The 2011 Evaluation Seminar on “Learning from Evaluations of the Impacts and Effects of Intellectual Property on Development” seeks papers on the above mentioned topic. Authors interested to share its work and experiences are invited to submit their evaluation papers. Selected evaluators will be invited to present their work on either day of the Seminar (either on 6th or 7th October, 2011) at the WIPO Geneva Headquarters; an honoraria and expenses will be paid by the IAOD Evaluation Section (see below). In addition the submissions will be featured on the WIPO website. 

5.    Possible topics for evaluation abstract submissions on Evaluation of the Impacts and Effects of Intellectual Property on Development” should when possible be based on developing and least developing country case studies and should include, but are not limited to the following categories:

i)    Evaluation of  the effects of intellectual property aimed to promote innovation and technology
ii)    Evaluation of the effects of intellectual property on traditional knowledge
iii)    Evaluation of the impact of intellectual property capacity building
iv)    Evaluation of the effects of safeguarding creative heritage
v)    Evaluation of the effects of global IP protection systems 
vi)    Evaluation of the impact of programs aimed to modernized and improve infrastructure of IP offices
vii)    Evaluation of the effects of the implementation of IP international treaties
viii)    Evaluation of the impact of IP awareness raising programs
ix)    Evaluation of the effects of IP technical assistance including to SMEs
x)    Evaluation of the effects of public and private partnerships to promote the use of the IP system
xi)    Evaluation of the results of existing cooperation among UN, bilateral and multilateral bodies in the area of intellectual property
xii)    Evaluation of the impact of the assistance provided by UN, bilateral and multilateral organizations to enable local innovators and research institutions to use IP as a means of owning, protecting and exploiting their research results.
xiii)    Evaluation of the impact of intellectual property -related policies and initiatives aimed to promote the transfer and dissemination of technology
xiv)    Evaluation of the impact of intellectual property -related policies and initiatives aimed to support entrepreneurs and in particular start up businesses in the information technology and web based areas 
xv)    Evaluation of the impact of intellectual property -related policies and measures aimed to promote transfer and dissemination of technology to developing countries
xvi)    Evaluation of the impact of intellectual property rights aimed at the promotion of technological innovation and to the transfer and dissemination of technology
xvii)    Evaluation of the impact of intellectual property activities on gender or human rights

6.    A focus or reference to WIPO related activities and functions in their presentation will be particularly welcome.

7.    For the Seminar there will be a 30- minute presentation that shows how to use or apply an evaluation concept or tool and present the findings, conclusions and recommendations of the evaluation as well as the lessons learned from the evaluation. The evaluation abstract, which could be the evaluation summary, should describe how the presenter will walk attendees through a clear, step-by-step explanation of the concept or tool, how it compares to other evaluation concepts or tools, its strengths and weaknesses, and how it can best be applied. Please note that the abstracts should not exceed three pages. We will also require you to attach to the abstract the evaluation report which has been the basis for preparing your abstract. For the presentations we will need to include handouts for the attendees to take and use after the seminar. Presenters will employ LCD-based visual aids to illuminate key points and a computer, LCD projector and screen are provided.

11.    Please note that English will be the official language of the seminar. Evaluation abstracts and presentations are expected to be delivered in English.


Payment and logistics
12.    For each selected presenter and paper the IAOD Evaluation Section will pay a honorarium of 1,000 CHF. If your proposal is selected, IAOD Evaluation Section will cover the cost of an economic travel fare to Geneva, Switzerland and a maximum of two nights’ accommodation in Geneva. Individuals from Developing and Least Developing Countries are encouraged to apply. Women are especially encouraged to apply.
