The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services. The expected results to be achieved are: 2 million people in urban areas gain access to improved water supply; 200,000 people in urban areas gain access to improved sanitation facilities; and the per unit water cost paid by the poor in targeted areas decreases by at least 20%.
To achieve the above, assistance provided by the project is divided under three main technical components, including:
1. Mobilizing demand for water supply and sanitation service delivery;
2. Improving and expanding capacity for water and sanitation service delivery; and
3. Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
IUWASH will apply different approaches and interventions with its local partners, such as local government institutions, NGOs and communities for the behavior change communication, capacity building and governance to address water, sanitation and hygiene. To achieve this objectives IUWAS regional needs high caliber incumbents to fill position of *Governance Specialist North Sumatra* (code : GS-NS)
*RESPONSIBILITIES*
This position will contribute to support the development of the enabling environment for expanding water supply and sanitation services for urban areas within the USAID IUWASH target location in his/her region, through the strengthening of key departments within provincial and local government, local parliaments and other local stakeholders and enhance their relations with all external stakeholders especially Central Government, aimed at mobilizing additional finance to further increase access to improved water and sanitation facilities. Detail her/his responsibilities will include, but not be limited to, the following:
· Identify ongoing programs by Local- and/or Provincial government to prioritize urban water and sanitation programs and subsequent commitment by each Local Government, local parliament.
· Assess existing PEMDA policies and budget allocations to improve water and sanitation services, recommend improvements where required, support implementation of these improvement and monitor benefits and impact on increase access to water and sanitation services.
· Support agreed advocacy efforts to expand political support for improving water and sanitation services, amongst Provincial and local governments, local legislative bodies and other relevant local stakeholders.
· Improve ability of local governments to plan, regulate, and monitor water and sanitation utility performance, including improving the financial profile of service providers
· Improve the ability of service providers to garner political support for service improvement, including reforming necessary local policies; support multi-stakeholder development plan for improvement of water and sanitation services based on minimum standards.
· Assess existing mechanisms of citizen involvement in local governance systems, improve where required and monitor benefits and impact on improvement of water and sanitation services.
· Identify ongoing and planned programs by other donor agencies and/or Government institutions; discuss and agree on collaboration efforts between these and the USAID IUWASH program
· Support Regional Coordinator/West Java with the preparation of USAID IUWASH annual work plans and budgets for the agreed action plans, incorporating the cost-sharing and /or leveraging of local and (where possible) National stakeholders.
· Prepare, implement, monitor and report on the USAID IUWASH Governance programs, in line with approved project proposals and budgets. Develop and monitor SOW for field activities, implementation of training programs, seminars, promotion activities, exchange visits, etc.
· Identify opportunities for leverage of funds, including micro-finance, from local & national institutions (donors, local banks, private sector and/or government), to increase access to urban water and sanitation, and assist parties with development of concrete proposals and support implementation, where needed.
· Periodically undertake special development projects e.g., reporting on concepts development, technical and institutional successes and/or lessons learnt. These deliverables may take the form of media presentations, press releases, professional articles or contributions to project newsletters, conferences or workshops.
*REPORTING*
This position may require frequent travels other cities within IUWASH project areas. S/he will report directly to Regional Coordinator for the day to day activities.
*QUALIFICATION*
· Posses a university degree; majoring in Public Administration, Economics, Urban Planning or Environmental Engineering and preferably master in Public Policy.
· At least 10 years of experience working with and in civil society area, familiar with NGOs/INGO’s or Project Support
· Familiar with Urban water supply and sanitation infrastructure programs, preferably including experience in strengthening of PDAM and local Government to increase access to water and sanitation .
· Experience in facilitating participative development planning and budgeting of relevant local government departments and local DPRD, when required.
· Able to work independently in limited supervision/facility in his/her designated areas
· Strong team player with a range of people, excellent interpersonal skills, with experience in facilitation, training and organizing work
· Computer literacy and good reporting skill, preferably in English
