CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit.
CARE Indonesia in CIIHQ-Jakarta is currently recruiting the following position for its project:
JOB TITLE : TALENT MANAGEMENT & ORGANIZATION DEVELOPMENT OFFICER
DEPARTMENT/PROJECT : HUMAN RESOURCES/SUPPORT UNIT
REPORTS TO : HUMAN RESOURCES AND ADMINISTRATION MANAGER
JOB SUMMARY:
Under direction of Human Resources and Administration Manager (HRA Manager), Responsible to assisting HRA Manager in implementation of a harmonized recruitment system, design and implement staff training and development, develop orientation system and career succession planning program.
RESPONSIBILITIES AND TASKS:
Job Responsibility #1 – Recruitment staff and consultant.
• Maintain and ensure good applicant filing system and shortlisted candidates database system.
• Sourcing for candidate’s (staff and consultant) trough a variety of channels such as internal posting, internet recruitment, employee referrals, networking, etc.
• Liaise with Hiring Manager, HR Representative in field offices to organize recruitment activities.
• Providing guidance and assistance on the elaboration of Job Descriptions and Job Evaluation.
• Receive and review recruitment request, ensure it’s comply with CARE regulations and all required supporting documents is completed
• Prepare and control the quality of job advertisement draft and arrange job advertisement posting (for all CARE Offices include Banda Aceh), internally with procurement and/or externally with advertising agency
• Work together with Hiring Manager to define: selection criteria, preparing interview guidelines and necessary assessment/test required
• Review incoming application based on the established selection criteria and prepares shortlist candidates.
• Set up interview schedule, contact the short listed applicants, coordinate the schedule with the panel interview members and arrange the interview venue.
• Assist Hiring Manager in preparing interview result report.
• Conduct necessary background check of selected candidates
• Together with Hiring Manager determine the offer to selected candidate, negotiate the offer, sent employment offer
• Coordinating with Contract Officer to ensure the timely production of employment contracts and completeness of personnel file for new staff
• Provide support in recruitment, Casual Staff employment contract and consultant.
• Provide weekly and monthly recruitment progress report
Job Responsibility #2 : International Staff Personnel Administration
• Maintain expatriate personnel files and database
• Maintain the leave records of expatriate staff
• Responsible to submit regularly report to relevant country office
Job Responsibility #3 : Development
• Design and establish workforce planning mechanism under direction of ERM
• Oversee and ensure job analysis, design and evaluation processes are practiced
• Identify areas of competency that require further development and design training program for staff
• Design and deliver orientation program for new staff;
• Participate in the design of and implement staff development strategy.
• Design and deliver career succession planning program.
• Design and provide data for Talent Management, training and other staff development.
• Arrange and implement Training Need Analysis.
Job Responsibility #4 Maintaining Employee data
• Maintaining personnel data in HRIS is updated.
• Maintaining employee database module in HRIS
• Sent reminder to Managers or Unit Head in contract expiry.
• Provide weekly and monthly report for all employee status.
Job Responsibility #5 Assist in Annual Performance Appraisal
• Assist with ensuring that APA's in the field offices are completed and remitted on time to head quarters Issuing the extension contract for fixed term employee.
• Preparing reference letter for all staff.

HR and Admin Officer (1 Person)
QUALIFICATIONS:
SELECTION CRITERIA:
1) Education : University Degree in related field
2) Experience : 3-5 years experience in a similar position, preferably in INGO
3) Specific technical skills:
• Recruitment and Selection and interview skill
• Ability to complete given assignment accurately with minimum supervision.
• Ability to deal patiently and tactfully with staff or Manager
• High sense of personal integrity, loyalty, discretion, initiative and judgment.
• Good command in English and Bahasa Indonesia (Written and oral communication)
• Advance computers skills in Microsoft Office.

• People Skills: Ability to work independently and as a team player who demonstrates leadership and is able to motivate, support and develop staff. Able to work with, respect and empower Partners and target communities in a sensitive and participatory manner.
• Communication Skills: Well developed written and oral communication and listening skills in both Bahasa Indonesia and English. Jakarta base and 10% of travel to sub-office
