The support is structured over two stages; Phase One (ESP 1), which was implemented 2005-2007, and Phase Two (ESP 2) planned to run for five years (2008-2012).

ESP 2 is implemented by the Ministry of Environment (KLH), The Ministry of National Development Planning (Bappenas) and Ministry of Home Affairs (MoHA). ESP 2 has three components; one of them being Component 1: Support to Public Sector Institutions.

The immediate objective of Component 1 is to support Public Sector Institutions to develop, test and adopt practical instruments and systems for addressing the environmental implications of the development cycle (policy, planning, implementation and regulation); in partner ministries and districts.
