American Red Cross - External Consultant for Feasibility Study of Teunom Water System

American Red Cross Aceh Water and Sanitation Program seek to build on and to ensure the sustainability of ARC previous Tsunami Recovery Program. One of the activities planned in the current project conducting a feasibility study for Teunom Water System that has been rehabilitated by the American Red Cross and handed over to BLUD (Badan Layanan Umum Daerah) Calang as to manage and operate the system.

Teunom Water System is now connected to 3 villages namely Keudee Teunom, Alue Ambang and Panton, but because of higher operational cost in comparison to the revenue can be generated from water bills with the current users, BLUD Calang has not been able to operate the system. This has raised questions over the sustainability of the system. Expanding the coverage by connecting to new houses in neighboring communities could be an alternate solution in order to increase revenue.

In keeping up with the above, American Red Cross seeks to hire a national consultant to carry out a feasibility study for Teunom Water System covering both technical and non-technical (social) areas in order to assess potential development of the water system as well as opportunities for the system sustainability.The study will be conducted in Teunom of Aceh Jaya district.

I. Background on ACTED:

ACTED, l’Agence d’Aide à la Cooperation Technique et au Développement or the Agency for Technical Co-operation and Development, is an NGO registered in France with global operations in Central Asia, Europe, Latin America and Africa.

ACTED has been active in Indonesia since April 2005, assisting those affected by the tsunami and Nias earthquake. Until 2008, ACTED focused mainly on reconstruction and recovery, while interventions since 2008 have shifted towards development initiatives with livelihoods support programs and disaster risk reduction activities. The current sector of intervention is Livelihoods Recovery in Lahewa, Lahewa Timur and Afulu sub districts, North Nias District.

II. Background of program:

In accordance with ACTED’s strategy to move interventions in Nias from recovery to development, ACTED implemented a Canadian Red Cross-funded livelihoods project in 26 villages in Lahewa district from January 2008 to December 2009. This project contributed to the restoration and development of the region’s economic backbone: the agricultural and fisheries sectors, while simultaneously establishing foundations for good local governance through capacity building work with village parliaments. Phase I of the Livelihoods Recovery project brought much in terms of training, development, and cohesiveness to targeted villages, and a Phase II has been launched to maximize these impacts and ensure their sustainability. While the ‘Consolidated Livelihoods Recovery Program on Nias’ (Phase II April 2010-November 2011) will continue to focus on rural commodities, the focus of self help groups (SHGs) will shift from production to post- harvest marketing and business development. This will be achieved through capacity building initiatives, technical training, business plan development, SHG linkages to government and financial institutions, and grant disbursement mechanisms.

The Netherlands Red Cross (NLRC) is supporting the Indonesian Red Cross Society (Palang Merah Indonesia = PMI) since PMI was established in 1945. At this moment NLRC support consists of a bilaterally organized longer term development programme and an emergency response & early recovery programme. Emergency response is organized both bilaterally and multilaterally through the Federation or through ICRC (in particular in case of large-scale (natural) disasters).

As part of NLRC development programme, water and sanitation (watsan) is planned to extend to new area, Papua.
