Context

For already many years the Netherlands Red Cross is supporting the Indonesian Red Cross in the field of disaster management. Since 2007 a mutual programme on Integrated Community Based Risk Reduction has started in Nusa Tenggara Timur. This year, a follow-up programme has started, building on the previous programme, and further expanding the programme to vulnerable districts in NTT. The new programme is implemented by the Indonesian Red Cross, with support of the Netherlands Red Cross, as part of the' Partners for Resilience' (PfR) consortium.

PfR is an alliance of five humanitarian, development and environmental organizations bringing together knowledge and expertise in the field of disaster risk reduction (DRR), climate change adaptation (CCA) and ecosystem management and restoration (EMR). The PfR is funded by the Dutch Ministry of Foreign Affairs (MFS-II grant facility) and consist of the NLRC (lead), CARE Nederland, Cordaid, Red Cross/Red Crescent Climate Centre and Wetlands International. Each of the alliance partners works together with local partner institutions in the implementation of the programme, making the PfR a large and diverse consortium with many opportunities for complimentarity and learning.

The new programme, called `Integrated Community Based Risk Reduction Programme – Partners for Resilience (ICBRR-PfR) aims to reduce the impact of natural hazards on the livelihoods of 750.000 – 1.000.000 vulnerable people in nine countries: Ethiopia, Guatemala, India, Indonesia, Kenya, Mali, Nicaragua, Philippines, and Uganda. The programme has started on 1 January 2011 and will end by 31 December 2015. Consultant for IMEI DOISP - Bappenas

Independent Monitoring and Evaluation Unit of Dam Operational Improvement and Safety Project will monitor and evaluate all implementation performances of DOISP. It is expected that the system can be applied to measure the comprehensive achievement of DOISP, starting from inputs, outputs, results, benefits, until impacts of the project. There are two main activities for this unit, a project impact evaluation and a complaint handling system. To assess the achievement of the project, IME will arrange the comprehensive project evaluation through qualitative and quantitative methods. IME will also set up a complaint handling system to increase transparency, reduce corruptive practices, address possibly unfair practices, and minimize the risk that the outcomes and impacts of the Project are endangered due to malpractice. 1. Summary.

1.1. Purpose
To provide expertise and advise the Secretariat on the definition of an accountability framework or model that is compatible with emerging international standards and expectations and verify whether the building blocks (accountability standards, procedures and mechanisms) that together constitute such a framework exist at the Secretariat and within the Federation at large.
1.2. Audience
Key audiences are the Secretary General and through him the Board. This should lead to the adoption of a revised and formal accountability framework that will be promoted to all RC/RC Societies for adaptation to their specific working environments. Save The Children started its humanitarian assistance in Maluku since 2002 after civic unrest occurred in the area with estimation of 5000 people killed and over 250,000 displaced. While the inter-communal violence has now abated, and there are positive signs of communities rebuilding, there remains tension between these communities and a potential for resurgence of violence. The project initially implemented to respond children's needs in emergencies through provision of direct assistance to beneficiaries.

Funded by International Financial Review (IFR) and supported by Save the Children UK, the project started officially in June 2009 and will be ended in June 2011. The project is implementing in 45 schools in 3 districts. After 2 years, there is a need to conduct final evaluation of its performance to ensure implementation and enhancing quality for better supports in the future.

1.            Background
Plan Indonesia has a mission to create a safe environment for children where they are appreciated and their rights are met. The environment is not only at home or other dwelling place, but also at school. With child-friendly school environment, children will grow to the fullest. Violence at schools, not only will distract learning process, but it will also ruin child’s growth process. In line with the mission, Plan Indonesia initiated an awareness raising amongst the society and stakeholders by developing Sekolah yang Ramah Anak (SRA) or Child Friendly School. The process will begin with a campaign about the importance of SRA. To develop a campaign strategy that meets the core issue, accurate information regarding violence conducts, including bullying, sexual abuse, and corporal punishments in schools are necessary.
Promoting girls’ development through the beneficial effects of sport is one of the efforts that will help create a healthier and safer world for children. Sport raises children’s awareness on their importance and place in the world. It helps them see their growing competencies. A child may not know about a certain skill or talent that he has, but discover it by practising a sport. It will also give them the occasion to value themselves and realise that they can better serve their community.
Recently, Plan Indonesia commenced Learn without Fear Campaign through Girls’ Football Project which is implemented in Jakarta in 15 Senior High Schools. And why football? Football is the most popular sport in Indonesia. Stretching from the western to eastern parts of Indonesia, almost everybody in the country loves football, making Indonesia as one of the biggest football nation in the world.  However, the challenge is to find female soccer players in a country with a population of over 230 million people with 60% of women. The FIFA, which has urged Indonesia to promote and better support women's soccer in the country, believes that Indonesian female footballers have fantastic skills, especially those from the Eastern parts of the country. Unfortunately, football in Indonesia is still predominantly a matter of men. It is still unusual for girls to play football, which is unfortunate because this sport promotes many positive values, including
leadership, communication skills, teamwork and most of all, fair play. Looking at these facts, girls’ football has a big potential of development in Indonesia and can be used as a means to promote positive lifestyles in a girl’s life.

Youth Economic Empowerment / Employer Mapping

Plan Indonesia in partnership with Indonesia Business Links (IBL) delivers Youth Economic Empowerment program until January 2014 and now seeks Consultant to do stakeholders mapping analysis to gather and conclude with willingness to be part of the program.  Below is the TOR for the activity:

Background
 Unemployment issue is a serious matter in Indonesia. The official overall unemployment rate in Indonesia is 12%, 60% of which are young people (15-24 years old). This population represents 42 million people. The profound number of youth by which occupies unemployment in Indonesia induced Plan Indonesia to take partnership with Indonesia Business Links (IBL) to take actions and establish a development program under the name of Youth Economic Empowerment (YEE). The program endeavors to facilitate disadvantaged youth, mainly female, with the necessary knowledge and skills that help them to be ready to enter the formal employment. This program is part of the Plan’s Youth Economic Empowerment program. The youth involved in this program will be equipped with fundamental life-skills training as a prerequisite to then continue with further engagement of the TVET (Technical and Vocational Education and Training).

The first targeted location for the YEE program is Grobogan which is located in the province of Central Java. In accordance to the program’s needs, Sheliagus Suyadi (MED Specialist) and Muchlis Ali (Youth Employment Manager) from Plan Indonesia has made a Situational Analysis Report for developing YEE Program. Through the report, they have an assumption that the unemployment rate in Grobogan district is 4.52% where it is evenly distributed among male and female and the level of age. This unemployment rate is followed with an assumption that the unemployed number is evenly distributed in every district. The program will select specific villages within the Grobogan district, and from three sub-districts in which Plan operates: Tanggungharjo, Karangrayung and Kedungjati.
