Background :Indonesia has one of the largest social media communities. Therefore it is critical that within its program, PNPM Support facility (PSF) build on current social media mechanisms to improve results. The Program Nasional Pemberdayaan Masyarakat (PNPM) team has identified thousands of groups that are active. PNPM program observers and stakeholders are working to use this information to better implement PNPM work as part of program’s transparency and accountability. One clear use of social media is through Facebook and twitter, where facilitators and recipients post their meetings, events and project status.

Company Description:The National Program for Community Empowerment (PNPM) Mandiri works as a policy framework for implementing community empowerment-based programs for poverty reduction in more than 6,400 kecamatan in Indonesia. As a policy framework, it brings numerous stakeholders to be involved.  In the future, PNPM Mandiri is expected to be a platform through which communities and local governments can learn to make effective and long term plans to reduce poverty. In order to achieve the goals, community participation and public accountability are crucial.  It is urgent, therefore, that communication activities are well designed and implemented.Communications Team at the PNPM Support Facility (PSF) works with Kemkominfo and Kemenkokesra as Pokja Pengendali to implement the PNPM Mandiri Communication Strategy.  This strategy aims to reach various stakeholders such as implementing agencies, local government, donors, parliamentarians, academics,
CSOs, media, community and beneficiaries, including programs or units within PSF.To reach all stakeholders, communities and target mentioned, The PNPM Support Facility (PSF) have been supporting the Government of Indonesia related to PNPM Mandiri in conducting communication activities in several approaches including through online and social media
Job Title:Social Media Consultant
Job Description:The overall task of the Social Media Consultant is to assist Communication Team to carry out the communication activities in organizing and maintaining all social media channels that PSF has that will support more effective and active and to reach the impact of using social media for PSFSpecific tasks include :Assess/desk research and map the social media use for PNPM conducted by GOI, donors, and PNPM actors in the field.Organize PSF’s social media channel : facebook, twitter, and Youtube  by actively  maintain, share information related to PSF and PNPM, engage other channels / stakeholders/communities, response to all notifications ,alerts, and any queries,Conduct four function of social media explained above (Administration function, Listening & Learning function, Thinking & Planning function, Engagement &Measurement function.Work closely with PSF communication officer on requirement and guideline for PSF social mediaWork closely
with  PSF website administrator for any update materials and contentProvide guideline  for PSF social mediaReview the response and impact of PSF social media channelProvide consultation services to the PSF team to develop innovative ways to increase and broaden the impact of PNPM social mediaFollow up the possibilities of new social media channel for PSF
Job Requirements (Qualifications):A minimum bachelor degree in communication or social science or any other degree with extensive experience in using social media.Have good knowledge of social mediaExperience in organize companies / organization’s social mediaExperience in developing social media strategiesDemonstrate initiative and be a self-starter.
Additional info: The expected deliverables from the consultant will be:Bi-weekly report on the use of PSF social media, including review on the response and impact of PSF social media channelsIncreased numbers of PSF social medias’ friends and visitorsIncreased dialogues in PSF social mediaGuideline of  PSF social media
