Monitoring Evaluation Accountability and Learning (MEAL) Officer – Baduta Project

Dimensions:
The MEAL Officer BADUTA Project will be
responsible for overall Monitoring Evaluation Accountability and
Learning (MEAL) of BADUTA Project both in Malang and Sidoarjo. S/he will
be responsible for the MEAL development and implementation
of all projects activities and ensuring that all MEAL strategies and
activities are implemented.
The MEAL Officer will also work with the
Project Officer, Project Manager as well as National MEAL Specialist on
all aspect of monitoring and evaluation work of the BADUTA Project to
support programs to develop and deliver good
monitoring, evaluation, accountability and learning.
He/she will work intensively in the
baseline, mid-term, endline or evaluation designs, implementations and
report; and also develop good database of BADUTA Project.
RESPONSIBILITIES
· In close coordination with
Project Manager and Project Officer as well as National MEAL Specialist,
develop research, MEAL plan and strategy according to all project
indicators that are required by the donor and SCI.
· Together with Project Manager
and Project Officer, develop an effective MEAL system and reporting
system (including documenting activities) to ensure the effectiveness of
project monitoring and evaluation implementation.
· Ensure the collection of
monitoring data, baseline, mid-term, endline and evaluation data; as
well as work on the donor report, country annual report and any kind of
project report.
· Ensure close collaboration with
stakeholders in the implementation of MEAL of project activities
including establishing and developing strong and effective relationships
with key district government officials and non-governmental
stakeholders.
· Closely monitor the
implementation of the project work-plan by other staff are appropriately
implemented and meet the needs of project target documents
requirements.
· Produce regular progress reports
highlighting achievements against plans, challenges to implementation
and recommendations for the component performance improvement and
monthly report summary.
· Ensure timely submission of
monthly, quarterly and annual activity, monitoring reports in accordance
with the BADUTA MEAL framework, donor requirements and SCI
requirements.
· Develop and Manage monitoring and evaluation data base of BADUTA Project.
· Ensure that there is excellent
communication and cooperation within the team and between all the BADUTA
Project in Malang and Sidoarjo.
· Complete any other duties as assigned by line manager.
Child Safeguarding Policy Responsibilities
· Support Project Officer and BADUTA Project Manager in ensuring full compliance of CSP at district level.Child Safeguarding Policy Responsibilities
· As a member of staff, understand compliance with CSP and work in coordination with colleagues to comply with CSP.
· In the lead of BADUTA Project Manager, respond to all CSP concerns expressed or discovered appropriately and effectively.
Emergency Response Management
Coordinating all related with Financial and Budget Management when responding any potential emergencies in Malang and Sidoarjo, East Java.
QUALIFICATION
Essential
· Bachelors Degree or equivalent in Public health, nutrition, health development, and in a relevant field. (Master Degree is an advantage)
· Applicant must have experiences in monitoring, evaluation and research minimum 3 years for bachelor degree and 1 years for master.
· Proven skills to develop MEAL practical tools for qualitative and quantitative analysis (formats, algorithm, conceptual framework) using Excel or matrix – based tools
· Able to apply conceptual model in support of formulation, implementation, monitoring evaluation accountability and learning of programs and projects
· Excellent written, verbal and presentation communication skills in English and Bahasa Indonesia.
· Ability to work fast, effectively and independently in often high pressure environments, working across a number of teams to deliver high communications output.
· Knowledge of project cycle management as well as skills in methods monitoring evaluation accountability and learning systems.
· Strong analytical and writing skills.
· Ability to perform and prioritize multiple tasks.
· Excellent interpersonal skills and demonstrated ability to lead project team work as well as to develop and maintain strong relationships project staffs and beneficiaries.
· Capable in the intermediate
level usage of computers (MS Word, Excel, PowerPoint etc) and advance
knowledge of spreadsheet
· Experience in working in multicultural environment.Desirable
· Experienced in working with International Organization (UN, Donors, INGO, International Research Agency)
· Have experiences work in development program
Able to operate statistical software (STATA; SPSS; CSPro) and database program would be an advantage.
