SCI seeks a Start-Up Consultant for GAIN-Baduta Project in Malang

Start-Up Consultant for GAIN-Baduta project

Background

Save the Children is currently implementing GAIN-coordinated BADUTA project from 2014-2017. Our project goal is to contribute to reducing malnutrition among infants, and young children (up to 24 months) and pregnant women in East Java. The BADUTA project will focus on working within the formal health system to build capacity of health workers to successfully integrate key nutrition messages and services into delivery of maternal and child health services, both in facilities and in community outreach by formal health workers. We will support this with a strong behavior change communication strategy that draws on experience from other projects and also focus on training community health workers (kaders Posyandus).

We will also work to incorporate key infant and young child feeding (IYCF) good practices and information into the monthly, community-run Mother's Classes (kelas ibu) and build the capacity of IYCF counselors at the community level. We will work with communities and elected officials on budget development to ensure adequate resource allocation. These actions will lead to improved nutrition situation of mothers and young children.



BADUTA project is designed as a three-year project (2013 to 2015) funded by GAIN, with semester to yearly approval.

As the project started on April 2014, and we're still in recruitment process for project staffs; we will need technical person/expert to work on the setting up the project in project areas in Malang and Sidoarjo.

Objectives of the Consultancy
As the technical expert, the consultant will provide assistance to Sr. manager Program Implementation and/or Baduta Program Manager in starting and setting up the GAIN-Baduta project:

1.  Assist in internal preparation process which may include initial assessment, setting up office and roll out procurement plan
2.  Engagement with government and other stakeholders in Sidoarjo and Malang district, as well as East Java Province, in collaboration with GAIN team

The Consultant has agreed to:
·      Provide technical assistance and support in liaising with the local government as well as DHO, Puskesmas, regarding the start up and early information on the GAIN-Baduta project.
·      Together with Program Manager will support in the selection process of sub districts and villages.
·      Together with Technical Assistance from SCNL, SCI staffs, he/she will develop 3 year detail implementation plan.
·      Initial preparation meeting for project socialization to the local government, DHO.
·      In coordination with the Admin and Logistic Procurement staff, he/she will prepare the procurement priority in the first two months.
·      Together with the Program Manager, she/he will develop and provide report as required by the donor.
·      Involve in induction to project staffs as they are recruited.
·      Involve in preparation of the Baseline study in close coordination with GAIN ME team.

Deliverables:
  • Provide technical assistance and support to the Program Manager as mentioned above in previous section.
  • Provide progress reports, including process, achievement, barriers and recommendation.
Time frame:
3 months – report to Sr. Manager Program Implementation and/or Baduta Program Manager
