Swisscontact Indonesia - Program Officer

Swisscontact promotes economic, social and ecological development by supporting people to successfully integrate into local commercial life. The focus of its systemic intervention in the private sector is the strengthening of local and global value chains. Through its projects, Swisscontact works to enable access to professional training, promotes local entrepreneurship, creates access to local financial service providers and supports the efficient use of resources with the goal of successfully promoting employment and income generation.  Based in Zurich, Swisscontact is now active in 27 countries and has some 800 employees. 
The Sustainable Cocoa Production Program (SCPP) is a large Public Private Partnership (“PPP”) in Indonesia which was established in January 2012. The Project is financed by the Swiss Secretariat for Economic Affairs SECO, The Sustainable Trade Initiative IDH, the Embassy of the Kingdom of the Netherlands, the International Fund for Agriculture Development IFAD, and six Private Sector Companies from the cocoa sector for the duration from 2012 – 2015. The Program works directly with 60,000 cocoa farming households in six Indonesian Provinces to improve farm productivity and livelihood conditions.

For our Swisscontact SCPP-Program in Indonesia, we are looking for an:
Program Officer
Begin of Employment         : April 2015 or as agreed
  Place of Duty                     : 1 person  – Luwu Raya, South Sulawesi, Indonesia.           
                                 
Overall Task
The Program Officer will play important roles in establishing cocoa development program at field level activities in each district and regional, linkage among the regional, districts, government and private sector and other agribusiness development opportunities.
 
TASK:
Primary Responsibilities:
  • Lead and responsible to establish technology transfer system  component on cocoa in Sulawesi Region;
  • Responsible to ensure the project implementation in South Sulawesi in coordination with SCPP District Coordinator, other PO specialist and program management.
  • Overseeing and supervise of District team in terms of administration procedure and approval  process;
  • To review and responsible for financial expenditures of all District activities and ensure that internal program controls are in place;
  • The PO's will assume responsibility for all regional and district level activities based on their respective topical leader of each component, ensuring timely and effective delivery of activities and output based on quality management system as well as strengthening technical cooperation with local constituent, social partners
  • Provide monthly, quarterly and yearly plan and update (report) as required by program;
  • Provide budget plans and ToR of activities that will be conducted in his responsible of district and specialist area coordinated with District Coordinator;
  • Build and maintain partnership between implementing partners, government and other key stakeholders in the field of regional economic development of SCPP Program;
  • With minimum supervision, the PO’s will demonstrate a quality of work standards that is an example to other.
 
Specific Duties and Responsibilities:
  • Specific duties and responsibilities under the overall direction of the Regional Manager and close collaboration with other stakeholders, to:
  • Support Program Manager/Regional Manager in developing and adaptation of implementation cocoa farmer training for the component;
  • Good Farming Practices and Technology Transfer System;
  • Farmer Organization, Market Access and Certification;
  • Nutrition and Gender Sensitivity Integration;
  • Integrated Agribusiness Financing and Co-operative Establishment;
  • Stakeholder Management and Networking Platform
  • Provide overall direction and guidance for the implementation of the each topical activity;
  • Provide other technical and strategy advice as requested to the Field Coordinators;
  • Support implementation of each topical activity and conduct monitoring based on each topical standard operating procedure and/or guideline);
  • Ensure compliance with program gender strategy and policies in all of each component activity, planning and development;
  • Support and advice the district team in assessment and selection of project areas, identification, development and empowerment of farmer group, and internal control system team;
  • Provide supporting and advice to the district team on collecting of village data, farmer group, and farmer field school baseline data, ToT and demo plot data according to program requisition.
  • Initiate and facilitate of farmer groups on cocoa marketing and value chain;
  • Support the other project activities according to the SCPP project management direction;
  • Support M & E responsibilities, supervise quality data collection process;
Knowledge/Skills:
  • Specialist in Cocoa Good Agriculture Practice.
  • Understanding of opportunities and constraints for sustainable development.
  • Good in deliver and facilitate training.
  • Strong sense of responsibility and control.
  • Good interpersonal skills and commitment working in a team.
  • Skills in computer, software systems (windows, spreadsheet, word processing, e-mail, internet.).
  • Presentation skills in English and Bahasa Indonesia.
  • Excellent English skills written and verbal.
Education/Qualifications Required Preferred
University degree ( in Agriculture or Community Development) , preferably with post graduate qualification.
 
Knowledge/Skills:
  • Min six years (included two years on management level
  • Previous experience in managing project operation and staff
  • Previous working with one of NGOs
  • Experience of writing narrative and financial report.
  • Experience of risk mapping & Capacity Assessment on a local level.
  • Experience of planning and managing budget.
