Greenpeace campaigns have been vital in informing government policies on the environment and effecting changes in business practices which lead to various environmental problems.

Greenpeace in Southeast Asia

Greenpeace opened our first office in Southeast Asia in 2000. In that time we have led successful campaigns throughout the region, securing fresher air, cleaner water and a healthier environment through changing industry practices and government policies. Greenpeace actively campaigns across the region to catalyze an energy revolution, protect ancient forests and our oceans, create a toxics-free future and create a shift to sustainable agriculture.

Greenpeace has three offices in Southeast Asia (GPSEA) —in Thailand, Indonesia and the Philippines and each office is currently composed of six departments: Campaigns, Fundraising, Communications, Mass Mobilization ( all under Programme), Human Resources and Organizational Support (under Operations).  Currently, Greenpeace Southeast Asia employs nearly 200 staff across the region, excluding the direct dialogue fundraisers.


THE POST:  Programme Director

Job Summary:

To provide leadership and direction in the planning, development and implementation of Greenpeace global and local Programmes in the Southeast Asia region; to ensure effective integration between GPSEA’s relevant departments for Programme (Regional, ID-, PH-, TH-Country-Programmes, Strategy & Analysis, Engagement) in the planning and implementation of projects and strategic initiatives; to participate in the development of the global Programme in Greenpeace worldwide and ensure leadership by taking the lead of global projects and alignment of the Programme of Greenpeace Southeast Asia with globally agreed imperatives and relevancy to regional and local realities.
This is a full-time position based in Southeast Asia, with an initial 2 year contract.

Key Duties
1.  Strategic direction

Set the strategic direction of GPSEA’s Programme, in consultation with the SMT, managers and staff at regional and country levels in order to help achieve Greenpeace’s long-term Programme objectives.

2.  Programme integration

Lead, motivate, and oversee the Country Directors, Strategy & Analysis and Engagement Departments, and ensure the effective integration and performance of these units in the planning and execution of approved projects and strategic initiatives, to enable the achievement of global Programme and organizational objectives.
Ensure the integration of GPSEA campaigning activity with the global campaign Programme of Greenpeace, and actively participate in the formulation and planning of the global Programme through joint work with colleagues and counterparts from the global organization.
Ensure integration throughout the progarmme departments - and in close cooperation with the Regional Development Director - to facilitate strategically identified opportunities and requirements across the region (including outside of Philippines, Thailand and Indonesia)


Take leadership in the execution of global projects (global lead).

3.  Programme Leadership and Staff Management

(a)   Oversee and manage the direction and coordination of GPSEA campaigning projects and activities in conjunction with Programme unit directors (Strategy & Analysis, Engagement), national Directors, regional coordinators and project team leaders;
(b)   Oversee and manage GPSEA’s Programme planning process;
(c)   Oversee and be responsible for the successful implementation of GPSEA programmed plans and the evaluation of projects;
(d)   Act as GPSEA’s most senior Programme contact point for relations with Greenpeace International and other NROs including representing GPSEA at global Programme meetings;
(e)   Represent Greenpeace to external audiences – when national Directors are unavailable - including media, political and business audiences at the highest levels;
(f)    Negotiate additional funds for GPSEA Programme initiatives from Greenpeace worldwide when applicable, and assist in fundraising efforts in support of organizational aims;
(g)   Provide Programme team leadership and take full line management responsibility for Programme unit directors and other Programme support staff;
(h)   Provide an effective and responsible leadership role for all line-managed reports and inspire and encourage staff to be innovative in all aspects of their work;
(i)    Undertake regular one to one meetings with all line managed reports, undertake their annual PMS and identify training needs and opportunities for them, and if applicable ensure they do the same with the staff they line manage;

4.  Senior Management Team (SMT)

Participate fully as a member of the SMT, and contribute significantly to senior management discussions which lead to management or organizational decisions and policies including those relating to subjects outside the programmed area; Accept and support decisions taken by the ED/SMT  and  communicate these effectively  to all Programme units.
Work closely with the Executive Director, the Chief Operating Officer (COO) and other directors in integrating all of the functions of Greenpeace into a single coherent organizational plan;
Participate in the formulation and execution of GPSEA’s strategic direction in ways that ensure integration across Programme functions with the Fundraising Department, between global and local requirements, and among the various country offices and presences of Greenpeace in Southeast Asia.
Provide written submissions and presentations to the GPSEA Board and attend meetings of the same as required by the Executive Director.

5.  Evaluation

Ensure consistent high quality evaluation of Greenpeace Programme activities, develop methods of measuring the success of GPSEA Programmes, approve evaluation of Greenpeace projects and Programme outputs, and ensure implementation of approved recommendations, in cooperation with other members of the Senior Management Team, in order to contribute to the improvement and effectiveness of Greenpeace projects and campaigns.
6.  Financial Control

Take overall responsibility over the Programme budget. Oversee the annual budget setting process for the Programme departments in consultation with the COO and the ED.
Oversee the management of the Programme budget, including allocations for approved projects and activities (i.e.Programme Fund);
7.   Others

Undertake any duties as appropriate to the post and as delegated by the Executive Director.

Educational Background & Fundamental Qualifications
Academic degree or equivalent experience, preferably in Environmental or any related field
·         At least 5 years (senior) management, team and departmental leadership experience
·         International campaign leadership and organizational experience
·         Strategic thinking
·         Experience in building high profile campaign & communications strategies and supporter programmes
·         Experience of marketing, engagement and social media techniques
·         Interpersonal and communications skills to reach a wide variety of audiences in Southeast Asia and Internationally (GP staff, the media, government officials, corporations and the public)
Experience and an understanding of the role of public mobilization in support of campaign goals and objectives                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                          

Functional Skills
  • Excellent spoken and written English.

WORKING HOURS

Normal hours of work for full time Employee will be forty (40) per week or (5) days in a week, at 8 hours per day excluding an hour lunch break. This will be from Monday to Friday, between the hours of 8:30 am to 6: 30 pm. Ordinary hours of work may be varied as agreed between staff and the line managers.

LEAVE
A permanent employee will be entitled to the following leaves:
Annual Leave: 20 days
Parental Leave:  As per labor laws and Greenpeace policy
Long Service Leave: 2 months paid leave after 5 years of continuous service
          Compassionate leave: maximum of 5 days for the death of significant others


SALARY
In determining salary offer for this position, Greenpeace applies its Salary Grading Process, taking into consideration the job description and applicant’s previous experience, and the organization’s salary grade.
