Short-Term Consultancy with MAMPU Program: Campaign Evaluation Adviser


Background

Australian Aid’s gender program, Empowering Indonesian Women for Poverty Reduction (MAMPU), aims to improve the welfare of poor women in Indonesia. Despite significant reforms, critical public services do not always reflect the needs of poor women, or are not accessible by poor women. This situation has been exacerbated by government decentralization where local governments are increasingly expected to deliver social services for the poor despite generally weak capacity to do so.
Analysis and consultations identified five thematic areas where reform would make a significant difference for poor women and where there are promising opportunities to achieve significant change:

1. improving women’s access to government social protection programs 
2. increasing women’s access to jobs and removing workplace discrimination 
3. improving conditions for women’s overseas labor migration 
4. strengthening women’s leadership for better maternal and reproductive health 
5. strengthening women’s leadership to reduce violence against women.   

The MAMPU Program is managed by Cowater International. A team of technical and operational staff from Cowater International is based in the MAMPU office in Jakarta and works closely with MAMPU partners, DFAT, and the program’s key counterpart in the Government of Indonesia – BAPPENAS (National Development Planning Agency).
Under theme 5, MAMPU supports the National Commission on Eliminating Violence Against Women (referred to hereafter as ‘Komnas Perempuan’ or simply ‘the Commission’), the state body created through national legislation in 1998 to address Violence Against Women (VAW) across Indonesia. Komnas Perempuan’s MAMPU-funded work ultimately aims to contribute to better access to services for women victims and survivors of violence. As set out in the project design and workplan, Komnas Perempuan aim to achieve this with a campaign of public education and awareness-raising, direct service delivery improvements, and advocacy directed at relevant sections of government and parliament. MAMPU’s grant to Komnas Perempuan links closely with a second MAMPU grant in theme 5 supporting 33 community-based providers to pilot and refine a model for better services for victims and survivors of violence (Forum Pengada Layanan – Forum for Service Providers).
Campaigns are a major component of Komnas Perempuan’s MAMPU-funded work. Each year, the Commission participates in or plays a major organising role in international, Indonesian-wide, or more local campaigns to raise awareness and shift attitudes address to VAW-related issues. Prominent among these is the ‘16 Days of Activism Against Gender-Based Violence’ campaign (henceforth abbreviated to the ’16 Days Campaign’), in which Komnas Perempuan plays an organising role.
The 16 Days Campaign is an international campaign that starts every year on 25 November, International Day for the Elimination of Violence against Women, and ends on 10 December, Human Rights Day. The campaign aims to raise awareness about gender-based violence as a human rights issue at the local, national, regional and international level. Organisers encourage community activists, NGOs, businesses and governments to join a local campaign or lead their own focusing on a VAW-related issue. Komnas Perempuan has been organising 16 Days Campaigns in Indonesia since 2001.
After more than a decade of experience organising 16 Days Campaigns, the Commission will undertake an evaluation of their efforts, focusing primarily on identifying lessons from the last 5 years that can be applied to improve subsequent campaigns.  The Commission has identified a need for external technical assistance with the design and conduct of this evaluative exercise. The MAMPU Program, as a funder of Komnas Perempuan, has agreed to support the evaluation in recognition of the strategic importance of the campaign for the MAMPU-funded activities and for the Commission’s work more broadly.


Purpose

The MAMPU Program will engage an individual in the role of ‘Campaign Evaluation Adviser’ (‘the Adviser’) to assist Komnas Perempuan with the design and conduct an evaluation of the 16 Days Campaign. The primary purpose of this assignment is that:
Useable lessons to improve future 16 Days campaigns are generated through an evaluative process that involves Komnas Perempuan staff and is of sound quality.
A secondary purpose of the assignment is to develop the capacity of Komnas Perempuan to evaluate campaigns. While capacity development is a longer term process, this assignment will be an opportunity for Komnas Perempuan staff to ‘learn by doing’ through practical hands-on involvement in an evaluation that has direct relevance to existing workplace priorities.

Qualifications Required  
  • At least 10 years of experience in behavior change research, qualitative research, including participatory research methods, covering the full research cycle including design of the research protocols, management of the research process, data analysis, development of communication strategy, and report writing;
  • Familiarity with and practical experience in feminist modes of research;
  • Understanding of state body, CSOs, and networking issues
  • Fluency in Bahasa Indonesia, working knowledge of English is considered an asset;
  • Experience in Indonesia is essential.
