Vacancy Announcement - Local Education Governance Specialist (LEGS)

KINERJA Project, a local governance program funded by USAID focusing on providing service delivery in the areas Education and Health is currently looking for Local Education Governance Specialist (LEGS) according to the scope of work below. Position: Local Education Governance Specialist (LEGS) – 3 positions
Duty Station : Jayapura City, Jayapura District and Jayawijaya District


Objective
Kinerja Papua (KP) is seeking experienced candidates for Local Education Governance Specialists (LEGS) positions to support an anticipated USAID education governance activity in three districts of Papua, Indonesia (Kota Jayapura and Kabupaten Jayapura, and Kabupaten Jayawijaya). The program contributes to the improved delivery of basic education services (especially related to school based management (SBM), minimum service standards (MSS), district and school planning and budgeting) in Papua by strengthening education sector management and good governance, including increased participation, accountability, and access to information.
 
Time Line and Length of Assignment
The period of assignment is starting from 1 August 2015 to 30 November 2016.
 
Summary of Responsibilities
1.    The LEGS is a member of the provincial team for Kinerja Papua, under direct supervision of the Provincial Manager (PC) and under the overall supervision of Kinerja Education Specialist and Public Service Delivery/Field Operation Advisor. The LEGS work with other members of the Kinerja Team and with Kinerja Intermediary Organizations (IO) in providing technical assistance to the local government for the education sector within urban and rural areas, where assigned within Papua Province.
2.    The LEGS will provide technical assistance to the education stakeholders in the district where she/he is assigned to improve public service delivery for education. The LEGS will provide technical inputs and management assistance to the Education SKPD (Dinas Pendidikan) at the district level and to Kinerja partner schools. He/she will assist training participants with the implementation of the education management training program action plans developed as part of the program and provide ongoing mentoring as needed.
3.    The LEGS will work with community stakeholders at the district, sub-district, and village levels including community and religious leaders dedicated to improving education conditions and other committed education members of civil society organizations and community based organizations. The LEGS will have special responsibility for identifying key stakeholders for multi-stakeholder forums and support the facilitation and development of these forums to achieve education outcomes.
 
Required Responsibilities
The specific duties and activities of the LEGS include the following:
1.    Function as the main focal point at the district, sub-district, and school level for technical support and mentoring for local government and community stakeholders;
2.    Ensure Kinerja Papua supported interventions are properly aligned with local government plans and budgets for education programs;
3.    Ensure Kinerja Papua supported interventions are responsive to community needs and in-line with ongoing community mobilization efforts;
4.    Maintain good working relationships with the local government officials and community leaders;
5.    Encourage the districts to improve public service delivery, including the strategy for its sustainability, supported by the available resources and policy in the districts;
6.    Provide input for materials to be published as best/good practices or innovations;
7.    Collect education data required for the Kinerja Monitoring & Evaluation activities at the district level;
8.    Prepare regular progress reports on delivery of technical assistance and coordination with local education stakeholders;
9.    Carry out other related duties as required.
 
Desired Skills
1.    Minimum bachelor’s degree in education or related field;
2.    In-depth knowledge of public education issues in Papua specifically related to education issues;
3.    Understanding of laws and regulations related to delivery of education services in the Papuan context;
4.    Demonstrated experience providing technical assistance to government and/or community stakeholders on education issues;
5.    Understanding of governance principles and approaches effective in increasing citizen engagement in education service delivery and increased understanding of education rights;
6.    Broad understanding of the local cultural and religious issues affecting delivery of education services and how to mobilize community support;
7.    High degree of adaptability to varied working environments and good interpersonal and teamwork skills;
8.    Experience in working with local governments, non-governmental organizations (NGOs), and civil society organizations (CSOs);
9.    Experience implementing a USAID project, or other donor project in Indonesia with similar duties or scope of work;
10.  Good command of English and Indonesian communication skills;
11. Good computer skills, including internet and e-mail
