Vacancy Announcement - Service Standard Specialist Papua

 
KINERJA Project, a local governance program funded by USAID focusing on providing service delivery in the areas Education and Health is currently looking for Service Standard Specialist  according to the scope of work below. Duty Station: Jayapura, Papua


General Description of Position
The Service Standard Specialist (SSS) will serve as main Indonesian resource to introduce performance measurements in the form of service standards, particularly Minimum Service Standards (MSS) into local management service systems as a model for service improvement by the KINERJA project in the Papua province. SSS will provide technical assistance to Papua Provincial and District Governments in managing special autonomy funds & shared revenue’ based on MSS. Under supervision of the Public Service Delivery Advisor and in daily-based coordination with Program Manager, she/he will develop and oversee approaches to increase the application of service standards in local government service delivery. In particular this will include the application of MSS in KINERJA education’s packages particularly School Based Management (SBM), and health packages (in particular health system strengthening in basic health care).  The SSS will support local governments and work with KINERJA field staff, Intermediary Organizations (IOs) and consultants to replicate KINERJA service improvement packages and activities promoting service standards application in general. 
 
Duties and Responsibilities
·         Provide technical assistance to the Papua Provincial Government (PG) to ensure more effective management (planning, budgeting, monitoring and evaluation and reporting) and effective disbursement of special autonomy and oil and gas revenue based on MSS. He/she will work closely with the Provincial Planning Bureau (Bappeda), Education and Health department to develop operational policies and related technical guidelines and procedures for the use of Otsus funds
·         Train various stakeholders from government and civil society in the application of MSS. Provide technical assistance and backstopping support to district level stakeholders and IOs implementing KINERJA activities in support of service standard application
·         Identify implementation challenges from regular field monitoring, analyze IOs monthly reports and provide guidance to field teams and KINERJA IOs on improving implementation.
·         Work with district agencies and develop a step by step approach for interested KINERJA local governments to consolidate and scale up service standard application efforts and KINERJA service packages and coordinate KINERJA support for LG efforts. 
·         Provide mentoring and TOT to provincial and district level stakeholders and IOs.
·         Conduct MSS training of KINERJA IO/field staff, local governments and MSF to build up the capacity of these stakeholders to replicate KINERJA service improvement packages based on service standard based. 
·         Learn from Kinerja Core and develop working guidelines and operational steps on how to establish a Provincial Forum and Clinic (focused on replication of SS/Service Improvement Packages).
·         Identify champions in each districts interested to promote SS and implement service improvement packages.  Support these champions to establish the framework for a provincial clinic and help them to put operational procedures in practice. Among others this includes: gaining political support, identifying technical experts, promoting the allocation of budgets, establishing work plans, setting up regular meetings and monitoring schedules.
·         Identify possible good practices in SS promotion and service improvement management, particularly in the area of health and education and support the districts and the province to share and discuss these in a Provincial Summit of Good Practices.
·         Coordinate with other related SS/Service Improvement projects/ development partners in provinces and districts, and find possibilities for collaboration in related and complimentary activities.
·         Assist with the development of materials, training program and technical expertise with subjects areas of relevants to minimum service standard management in demand by LGs and civil society organizations or local councils
·         On the national level work with the Indonesia Administration Body (LAN) to develop case studies for its training curriculum. Support LAN to develop a work plan and involve LAN specialists in the implementation of key KINERJA activities.
·         Oversee the preparation of a summary concept paper on achievements made and challenges faced in replicating KINERJA SS efforts/Service Improvement Packages and feed made learnings into policy dialogue with ministries (e.g., Education & Culture, Home Affairs, Health, Empowerment of State Apparatus and Bureaucracy Reformation- KeMenpan RB) and LAN.
·         Develop policy recommendation based on Kinerja Good Practices to ensure wide replication of MSS Packages on provincial and national level.
·         Contribute to KINERJA quarterly and annual reporting.
·         Conduct other tasks as provided by supervisor based on need.
 
This position reports to the Public Service Delivery Advisor
Qualifications required
·         A Bachelor’s degree with minimum of 15 years’ experience or a Magister degree with 10 years’ experience in a relevant field.
·         A minimum of 10 years’ experience working with local governments related to services standard and service improvement. Knowledge of services that are the focus of KINERJA Service Improvement Packages is essential (e.g., school based management, mother and child health).
·         In-depth knowledge and understanding of the institutional/organizational and technical resources relate to SS policy and implementation, SS/Service Improvement service providers at the provincial and local levels. Particularly the Laws and Local Regulations related to special autonomy fund implementation in Papua. 
·         High level of understanding of the complexities of LG Performance measurement and management framework and also service standard regulatory policy framework.
·         High degree of adaptability to varied working environments and good inter personal and team working skills, ability to work hands-on, independently, and within team in difficult work environment
·         Basic knowledge of management processes and systems, such as human resources management and development (including performance evaluation) and financial management.
·         Experiences in working with Local and National Governments, Universities and Civil Society Organizations.
·         Ability to build effective relationships with all clients, peers, and stakeholders.
·         Preferably have had experience working and living in the territory of Papua and familiarity with local-social cultural conditions.

·         Good ability to speak read and write in English.
