UNDP Indonesia is poised to enhance the visibility of its projects and the outreach to key stakeholders and public at large. The main purpose is to ensure communications of results and communications for results are taking place effectively that will eventually generate more impacts of the work and resources for development. A dedicated, experienced, highly skilled Project Communications and External Relations Officer is required  under the Democratic Governance and Poverty Reduction Unit (DGPRU) to serve a number of projects. The Project Communications and External Relation Officer  is client- ,solution-, and result-oriented, while providing high quality, timely services with value for money and in line with UNDP policies and procedures on communications and external relations. The Project Communications and External Relations Officer works hand in hand with other project colleagues to ensure that UNDP’s quality, timely, efficient delivery on which the Project Communications and External Officer’s success wil eventually be measured.

Under the overall guidance of the DGPRU Unit Head and day-to-day management of Programme Managers, the Project Communications and External Relations Officeris responsible foreffective, efficient, and timely planning, execution of communications and external relations of DGPRU Projects. He/she analyzes and interprets the communications and external relations needs and opportunities provides solutions to a wide spectrum of complex communications and external relations issues. He/she is responsible for the design, management and implementation of DGPRU projects’  communications and external relations strategies which are geared to showcase DGPRU project achievements and lesson learned and promote public and media outreach.
The Communication and External Relations Officer will need to work closely with Project Teams as well as with theOperations team, Communication team and Knowledge Management Team in Country Office,. The Officer works closely with the Country Office Communication Team, to ensure that  all of the outreach materials and plan are in line with UNDP’s core branding and UNDP Indonesia’ s key messages.  The Officer may liaise with UNDP HQs staff and Government officials ensuring successful Country Office (CO) performance in communications and external relations. financial management.
The Project Communications and External Relations Officer has an authoritative knowledge on communications and external relations planning and management, policies and procedures as well as a strong understanding of project management. He or she is skilled and confident in analyzing, providing input and options, and suggestions for solutions on communications and external relations-related matters. He or she is has the technical skills and a broad picture of the work. He or she is able to work independently and as a team.

Duties and Responsibilities
Functions / Key Results Expected
1. Plan and design of internal and external strategies for communications and outreach focusing on achievement of the following results:
  • Understanding of the target audience of the communications, such as donors, governments, public at large, etc. and strategize and plan accordingly.
  • Preparation and conduct of communications needs assessment for DGPRU Projects;
  • Drafting/editing communications and outreach strategy based on corporate communications strategy and consultation with communication  specialist Country Office (CO) and relevant donors;
  • Develop strategy to integrate advocacy and communications strategies into all aspects of DGPRU Project during activity formulations in consultation with  Knowledge Management Analyst and Communication Specialist  CO ;
  • Implementation of project’s publications strategy and plan, based on corporate publications policy and donor requirements;
  • Coordination and management of UNDP’s and donors’ visibility, such as content management, norms for publishing, design , etc;
  • Maintained and updated network of supplier to ensure production and ensure publications dissemination.
2. Supervision of the design and maintenance of Project’s websites under DGPRU, intranet in coordination with communication team CO  focusing on the achievement of the following results:
Supervision of the design and maintenance of the project’s websites based on corporate requirements in co-operation with Country Office’s ICT staff;
Preparation of the content for the DGPRU projectswebsites as well DGPRU’s project relevant information in the  Country Office website to ensure consistency of the materials;
3. Supports the business development focusing on achievement of the following results:
    - Launches and campaigns
  • Promotion and maintenance of public information campaign on activities/outputs of DGPRU  projects;
  • Packaging and submission of project initiatives for donor review in collaboration with project’s staff and supervisor
  •      - Outreach
  • Maintenance of increased coverage and understanding of the DGPRU Agency’s work in the country or practice area through regular media contacts and provision of newsworthy information to national public and, where possible, donors.
  • Organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.
  • Availability of access for journalists to subject matter experts.
  • Preparation of donor reports, civic education and community awareness where appropriate to support projects.
  •     - Public Information
  • Effective responses to inquiries for public information materials.
  • Contributing content to Country Office newsletter to donors, providing finished materials on DGRU projects to the newsletter.

Required Skills and Experience
Recruitment Qualifications

Education    
Bachelor or Master degree in Communications or other relevant fields of study would be desirable
Experience:    
  • Minimum 2 years for candidate with Master Degree and 6 years for candidates with Bachelor Degreeof professional experience at national or international level in public relations, communications or advocacy
  • Experience in developing communications and external relations strategy and plan and the implementation of them.
  • Experienced journalist would be desirable.
  • Solidnetworkwith the media/publications community.
  • Demonstrated experience of monitoring and producing high quality writing.
  • Excellent analytical skill and advance computer skills required.
Language Requirements: 
Fluency in the UN working language and the national language of the duty station.
