SNV
is a not-for-profit international development organisation. Founded in
the Netherlands 50 years ago, we have built a long-term, local presence
in 39 of the poorest countries in Asia, Africa and Latin America. Our
global team of local and international advisors works with local
partners to equip communities, businesses and organisations with the
tools, knowledge and connections they need to increase their incomes and
gain access to basic services – empowering them to break the cycle of
poverty and guide their own development.
SNV
Indonesia, under the coordination of the Ministry of Home Affairs
through the Directorate General of Regional Development has agreed to
implement a program of cooperation for three years. Our mission, in line
with government priorities is to work together with local partners to
reduce poverty in local communities by catalyzing environmentally
sustainable solutions for the poor in agriculture, water and sanitation,
new and renewable energy and response to the climate change.
Being
relatively new in the Country, SNV Indonesia required a consultant to
help in developing its first Safety and Security Manual and make it
operational.
The
aim of the Safety and Security Manual is to provide the Country
Management Team as well as all SNV Indonesia staff clear guidance on how
to respond to emergency situations.
Scope
The
consultant should apply a standardized approach to perform an analysis
of the environment in which SNV field staff operate. From this analysis,
a manual should be developed that explains how to identify the main
threats, and provides advice on the most appropriate strategies to
counter these threats.
The manual is to be professionally formatted and at a minimum should contain the following:
