Available positions in Kemitraan – to be based in Kalimantan
 
Program and Organizational Context
 
Kubu-Ketapang in West Kalimantan is an example of a landscape, where there is competition between productive land users and the other purposes a landscape serves. Beside numerous concessionaries that seek economic objectives, the landscape has social and environmental purposes that must be considered in coordinating objectives. Although currently most concessionaries have developed their own sustainable management plans, it is not clear that these will be adequate to achieve overarching conservation and sustainability. A high rate of deforestation in West Kalimantan will be one outcome of poor coordination though it will not be the only issue. It is clear that landscapes should not be managed by focusing on certain areas defined by administrative boundaries. Instead, a landscape should be seen holistically as one management area that consists of economic activities, local communities, natural boundaries such as watersheds and wildlife habitats.
 
The challenge in Kubu-Ketapang is that the landscape is currently managed differently depending on the policy of concessionaries. The government also has separate landscape management procedures. This fractionated approach is a problem. There does not exist a best practice for integrated or collaborative management for large landscapes that include different land users and interests. This presents an opportunity. Aside from issues related to company policies, there are many threats to sustainable landscape efforts in Kubu-Ketapang including encroachment, illegal logging, and forest clearing for oil palm plantations. To address these issues, several companies related to the pulp and paper industry in Kubu-Ketapang landscape will build a public-private coalition with the goal to establish and implement integrated sustainable landscape management. This integrated management plan will include environmental protection efforts, which will coexist alongside efforts related to business sustainability and social development.
 
The main goal of this project is to achieve sustainable landscape management best practices and to share them with others. Sustainability will include four major issues that need to be addressed: alternative livelihoods for surrounding communities, prevention of major forest fire outbreaks in concession areas, implementation of HCV, and preservation of primate habitat by forming a knowledge-based and establishing wildlife corridors.
 
This project will be conducted in two phases: The first phase will be focused on developing an integrated-forest fire prevention program and primate habitat conservation. There are four separate baseline studies needed to inform the integrated sustainable landscape management plan including: Forest Fire Prevention program, HCV area management, Primate Habitat Conservation, and Community Development. If the stakeholders are satisfied with the progress and results from the first phase then the project will continue to the second phase which will focus on developing findings from the first phase and on scaling these to address the five components. This phase is expected to be completed by March 2020.
The first phase is important to start the collaborative project between the stakeholders. It is important to build commitment and trust among the stakeholders before long-term activities can be possible. Forest fire prevention stands out as a main concern for this project because it is an extant problem for the forestry sector in West Kalimantan, especially in the Kubu-Ketapang landscape. Forest fires are a serious problem that could destroy natural and plantation forest. The identified causes are: the dry season, bad land clearing practices and slash and burn practices. In order to deal with this issue, this project will develop and implement a joint forest fire prevention program that uses a community based approach. It is expected that the communities living around and in the concession areas will work together with companies and governments to prevent and mitigate forest fires in the future.
 
In order to support the above project, Kemitraan has several positions to be based in Kalimantan close to the project.   The positions are:
 
Community Facilitator (2 positions) – 10 months:
 
q  Programmatic strategic direction and operation
1.        Provide technical expertise on grassroots engagement, and work with people at the community level on Forest Fire Management, Biodiversity and Primate Habitat Conservation, livelihood models, community planning, forest and agriculture development
2.        Provide technical inputs to local stakeholders in regards to Forest Fire Management, Biodiversity and Primate Habitat Conservation, livelihood models, community planning, forest and agriculture development to ensure the quality of all operations related to Integrated Sustainable Landscape implementation strategies in the areas
3.        Facilitate community based activities and support the work of local partners in project implementation, particularly to take an active role in capacity building and the establishment of Community Based Fire Management (CBFiM) and Biodiversity and Primate Habitat Conservation through ToT and Community training in pilot communities
4.        Work closely with partners and other relevant agencies to assist them in conducting sustainable agro-forestry, forest management, Forest Fire management, Primate Conservation in-situ techniques including assessments/studies, providing trainings, meetings, workshops, etc;
5.        Conduct regular field visits to implement and monitor component activities and in collecting monitoring data in accordance with the component monitoring and evaluation plan
6.        Document methods, good practices, experiences and results from the community and partners and provide inputs on project information and documentation (including human interest stories, photos, articles, etc.) to Program Management
7.        Submit weekly, monthly and quarterly project report and work plans in consultation with Line Manager and ISLA Project Team, Reports on project activities as per planned project schedule (quarterly, midterm, annum and at project completion);
8.        Perform other related work as required
 
q  Project design and formulation
1.        Develop monthly work plan on his areas of responsibilities
2.        Provide technical assistance to partners in developing project implementation
 
q  Project management and implementation
1.        Assist in managing the day-to-day operations of the project and reporting to the Project Manager
2.        Ensuring the achievement of project outcome and output
3.        Provide technical assistance to partners and executing agencies in project management and implementation, including monitoring and evaluation
4.        Asses, facilitate and provide recommendations on project proposals submitted by government agencies, NGOs, and other relevant partners on substantive and financial aspect based on the program priorities and Partnership’s SOP.
5.        Identify and develop synthesis of best practices and lessons learned of the program.
 
Education and Skill:       
•     Bachelor’s degree in agriculture, forestry economics, environment management, or relevant subjects,
•     Having good knowledge regarding the current forestry policies; Conservation; Natural Resources Management; Climate and REDD+ processes;
•     Clear commitment to governance reform; humble in character and patient in listening to stakeholders is a must;
•     Willing to develop a good teamwork with the Partnership staff; having a good skill in report writing, and good skill on the use of ICT.
 
Experience:       
•   At least three to five years’ experience working in rural development, sustainable agriculture or agroforestry, forest and livelihoods, climate change, or community development work;
•   Having good and wide relation with government agencies, good understanding in community based conservation and forest fires management, Climate Change and REDD+, and have experience and skill in facilitating the development of multi-stakeholders processes.
•   Experience and skills in building good working relationship with local partners;
•   Experience working in remote communities and good cultural, cross-cultural knowledge and interpersonal skills;
•   Good facilitation skills and experience in participatory approaches and community empowerment;
•   Good reporting skills;
•   Ability to work independently under minimal supervision as well as in a team;
•   Good computer skills, especially using Microsoft Office, including Excel, Word and PowerPoint;
•   Experience in a similar position and previous experience of working for a non-government organization (I/LNGO) will be considered an advantage.
 
Language Requirements:            
Fluency in English and Bahasa Indonesia
 
 
Consultant – Conservation and Primate Habitat Specialist (6 months)
 
q  Programmatic strategic direction and operation
1.        Identification of the constraints that impede the achievement of the strategy objectives, with a special emphasis on the following categories of constraints- (pertaining to Education/Communication and Public Awareness related to biodiversity and Primate Habitat conservation):
ü  Identification of specific laws, policies and regulations pertaining to biodiversity and primate habitat conservation
ü  Institutional and individual/community capacity needs;
ü  Information constraints;
2.        Identify tools and approaches to strengthen transboundary landscape conservation planning cross concession and compliance capacity
3.        Conduct Regional diagnostic studies (involving identification of relevant policies, regulations, operation guidelines, and implementation manuals) on Conservation and Primate Habitat Protection
4.        Collection of general information about forestry sector of Kubu-Ketapang Landscape, with the focus on management planning at the local (forestry unit) level.
5.        Getting acquainted with the current forest management policy, spatial planning, Conservation Management Plan (CMP) and Land use at Kubu-Ketapang Landscape
6.        Collection of information about forest and land use by local population, social mapping on primate habitat protection – conducting surveys for this purpose;
7.        Analysis existing data and necessary intervention to coordinate Primate Habitat Conservation as one landscape management
8.        Manage the implementation of all activities including (a) technical aspects of transboundary landscape management, development of green value chains, and updating landscape and ecosystems profiles; and (b) development of policy and regulatory frameworks to formalize and establishment of primate habitat corridors;
9.        Developing cross concessions primate habitat conservation maps, and documents
10.     Establishing a management team for Primate Habitat Conservation
11.     Conduct Trainings to Partners staffs about Primate Habitat Conservation Management
12.     Establishing community based conservation design
13.     Socializing Community based conservation to local communities
14.     Assist in the development of  Establish a Forum Landscape in orangutan habitat protection to collate, organize and disseminate conservation management related information
15.     Assist in the development of Establishment and operation of the patrol needs
16.     Assist in development of multi-media (IEC Materials) campaign on Biodiversity and Primate Habitat Conservation
17.     Perform other related duties as required.
 
 
Education and Skill:       
•  Advanced university degree in forestry, forest resources management or a related field.
• Seven years of relevant experience in forest and/or primate habitat conservation (orangutan and bekantan).
• Have the expertise and experience in strengthening of Community based biodiversity conservation and primate habitat protection.
• Knowledge and experience in analyzing, design, implementing and evaluating biodiversity and primate habitat conservation

Consultant on Forest Fire Management (8 months)
 
q  Programmatic strategic direction and operation
1.        Collect, consult, and synthesize the information related to forest fire and
its causes, potential areas, and other relevant information in the field
2.        Consult with all relevant stakeholders on forest fire management problems
and possible solutions; and
3.        Present the draft strategy in a consultative workshop and incorporate the
suggestions made by the stakeholders and finalize the document.
4.        Assist in the design and implementation of regional (Kubu-Ketapang) multi-stakeholder workshops to launch Regional Fire Management Strategy implementation in Kubu-Ketapang Landscape
5.        Assist team to develop institutional fire management framework comprised of a draft national fire act, national fire management policy, corporate fire management policy and implementation strategy;
6.        Assist Fire Management Facilitators to establish and / or train community based fire management (Masyarakat Peduli Api) and Forest Fire Group in the pilot Fire Protection Associations to implement fire management programs;
7.        Provide support to regional and sub-regional partners by providing technical advice in the design and implementation of activities and projects to Fire Control Team at regional level
8.        Assist in development of a Fire Management (including Community Based Fire Management/CBFiM) Training Manual/Good practice guidelines;
9.        Assist in procurement of basic fire management and personal protective equipment for Community Based Fire Management and Forest Fire Group
10.     Assist in development of multi-media (IEC Materials) campaign on regional fire policy and strategy
11.     Assist in the development of Regional Fire Information Landscape Forum to collate, organize and disseminate fire management related information
12.     Perform other related duties as required.
 
Education and Skill:       
•   Advanced university degree in forestry, forest resources management or a related field.
•   Seven years of relevant experience in forest and/or other vegetation fire management in diverse land use types and ecosystems, including community-based fire management.
•   Expertise and experience in strengthening the resilience of forest ecosystems and communities against disaster risks.
•   Knowledge and experience in analyzing and evaluating fire issues in Regional and National Level
•   Having good knowledge regarding the current Forest Fire Management Practice, Forestry policies; Conservation; Natural Resources Management; Climate and REDD+ processes; clear commitment to governance reform; humble in character and patient in listening to stakeholders is a must; willing to develop a good teamwork with the Partnership staff ; having a good skill in report writing, and good skill on the use of ICT.
 
Experience:

Project Assistant – Integrated Sustainable Landscape Management (11 months)
 
1.   Ensures administration and implementation of the project operational strategies focusing on  achievement of following results:
q  Full compliance of administration and procurement activities with the Partnership’s policies and standard operating procedures, proper functioning of a client-oriented general administration services
q  Arranges appointments and maintains calendar of project activities and responds to routine inquiries
q  Maintains leave monitoring and daily attendance records for all project staffs
 
2.     Ensures administration of reports, correspondence and related document focusing on the achievement of the following results:
q  Maintains, logs, files and updates all program related administrative records, this will include, but not limited to, reports of consultants, advisors, and or media campaign material produced by the project. This task also involve the providing the necessary documentation and produced materials for unanticipated exhibitions where the cluster participate
q  Establishes and maintain a coherent filing system for the project as a whole and an up-to-date list of contact addresses and other record systems where necessary
q  Drafts correspondence, minute of meetings, and reports form plain copy, corrected copy, forms, handwritten or rough draft material and printed matter. The distribution of minute of meeting, both occasional and periodical shall be distributed to all cluster member, and to be followed up for trouble shooting and feedback. Collects data and assists preparation of reporting.
 
3.        Ensures management of travel and meeting arrangement focusing on the achievement of the following results:
q  Organizes meetings, workshops and training sessions
q  Organizes travel arrangement and assists in compiling expenses travel reports
q  Prepares budget for meetings, collects the quotation from respective vendors for logistical support
q  Monthly log book of travel arrangement that will produce report on travel expenditure (i.e airfare ticket, DSA, and others travel related expenses)
q  Liaise with appointed travel agent on follow up of cancelled ticket and its refund.
 
4.        Ensures the procurement and logistical services focusing on the achievement of following results
q  Monitors office and equipment supplies for the project
q  Participates in the preparation of procurement plans and processes for the project
q  Participates in the process of procurement of goods and services including opening bids/quotations and evaluation in full compliance with the Partnership’s rules and regulations
q  Preparation of purchase requisition and assistance in purchase order creation
q  Maintain records on equipment, and act as focal point for asset safeguarding
 
5.     Ensures support of implementation of financial operational strategies, adapts processes and procedures focusing on the achievement of following results
q  Full compliance with the Partnership’s rules and regulation of financial processes, financial records and reports and audit follow up, implementation of the effective internal control framework
q  Update status of office cost expenditures incurred by existing staff within the cluster
 
6.    Ensures effective support of project financial transaction focusing on achievement of the following results
q  Checks and verifies all incoming invoices or request or payment and follow up with relevant parties on incomplete or inappropriate documentations
q  Prepares of request for payment and monitors status to ensure payments are done in timely manner
q  Proactively follow up on pending payments for vendors, grantees or other parties
 
7.        Ensure the project information update in the Project Tracking System that meets the PME Unit’s requirement
q  Update the projects data information in the Project Tracking System
q  Update data filing and filling in the Project Tracking System
q  Fill the project proposal activity’s SEG Unit in the Project Tracking System
 
Requirements:
 
Education and Skill:       
Minimum D3 in Accounting, Business or Public Administration, or other major with relevant working experiences in financial and administrative nature of works.
 
Experience:       
Have good knowledge and relevant experience (two years at the minimum) in financial and administrative matter
 
Project Officer – Integrated Sustainable Landscape Management (11 month)
 
q  Programmatic strategic direction and operation
1.        Meet and establish sound working relationships with corporation representative and village community with the aim of facilitating Integrated sustainable landscape management projects and establishing the community-based orangutan habitat protection and forest fire prevention program.
2.        Identify areas of program support and intervention according to his/her main tasks
3.        Document all aspects of Integrated Sustainable landscape management projects and associated Partnership Project development and progress. Report on project progress
4.        Work with Project Manager, Program Assistant, and other ISLA team to  contribute to program related policy processes
5.        Keep regular communications with the Project Manager and Project Team to ensure strategic interventions and project implementation
6.        Contribute and participate in resource mobilization effort for the program.
 
q  Project design and formulation
