BACKGROUND
The
Government of Indonesia (GOI) manages a number of social welfare
programs, such as programs to provide electricity subsidies, food
assistance for marginalized segments of society, social security
programs through the Indonesia Health Card (KIS) and Indonesia Smart
Card (KIP), and the Village Fund program. To ensure that all of these
programs run smoothly, the government needs an effective feedback
mechanism to link beneficiaries and bureaucrats, and to link government
officials in the field with those in the central government. While this
feedback mechanism takes on a crucial role in directing social welfare
programming, is also has broader applications for the GOI’s entire
public service portfolio.
As such, Presidential Regulation (Perpres) No. 76/2013 on Public Service Management System, established SP4N-LAPOR! as an integrated public complaints management system. SP4N-LAPOR!
has since been used as the official platform to handle complaints about
public services. USAID CEGAH has supported important developments of
the LAPOR! application, including a comprehensive upgrade from version
2.0 to version 3.0. Through a number of feature enhancements, and an
overhaul of the underlying database structure, the new system is
expected to be capable of handling a much larger number of complaints.
Currently, the system receives an average of 700 complaints per day, but
that figure is expected to climb to 3,000 complaints per day in the
future as more government units are integrated into the platform. The
upgraded system is also expected to be able to provide access to a
greater number of simultaneous users, along with improvements in data
visualization, agency structure data management, and independent user
management by each agency. Version 3.0 has reached the final development
stages, and requires a thorough evaluation before being released.
Looking
beyond the launch of LAPOR! 3.0, the Office of the Presidential Staff
(KSP) has conveyed a request to add new features in order to enhance its
efforts to monitor the village fund program. With regard to the Village
Fund program, KSP is keen to add, among other things, a reporting
mechanism to help improve transparency and coordination between program
implementers in the field with government officials at the sub-district,
district, municipal, provincial, and central government levels. This
system would need to provide strategic information in the form of an
executive dashboard for the government at all levels to monitor program
implementation. The Village Fund monitoring tool may serve as a model
for the development of other modules in the future to monitor other
national priority programs.
Key
stakeholders are also keen to develop Android and iOS mobile
applications for LAPOR! 3.0, to help gather reports from smartphone
users, rather than through simple SMS text messages, to help improve the
quality of data collected. However, due to the dynamics of Android and
IOS updates, the process of creating resilient, long-life Android and
iOS mobile apps is challenging.
In this regard, USAID
CEGAH seeks an IT consultant to review LAPOR version 3.0, develop a
feasibility study on additional features to monitor the Village Fund
program, and provide recommendations on technical requirements for
development of LAPOR mobile apps.
SCOPE OF WORK:
A. Objective:
To review SP4N-LAPOR! version
3.0 as the National Complaint Handling System, and provide
recommendations for refinements and improvements with regard to
security, user-friendliness, functional compatibility, and completeness
of features. The consultant should also provide recommendations on
functional and non-functional needs for modules to support Village Fund
monitoring. Finally, the consultant should identify functional and
non-functional needs for the development of LAPOR! mobile apps for
Android and iOS.
B. Scope of Work:
1. Two (2) days:
· Conduct initial meeting with KSP, KeMenPAN-RB, Ombudsman RI, and USAID CEGAH.
2. Three (3) days:
· Learn of technical documentation of LAPOR! 3.0
· Create
workplan for the evaluation implementation, identify the needs for
reporting any alleged misuse of Village Funds (the Village Monitoring
Module), functional and non-functional needs for mobile apps.
3. Five (15) days :
· Conduct
an evaluation of the security aspects of LAPOR! 3.0, including the
governance of the application, infrastructure, and network.
· Conduct
an evaluation of LAPOR! 3.0’s user-friendliness from both the
administrator (Report Manager) and user/society (Report Submitter)
perspectives, involving at least involve five (5) users.
· Conduct an evaluation of the functional compatibility of LAPOR! 3.0 with the needs of the stakeholders..
· Evaluate the completeness of the features, comparing those found in LAPOR! 2.0 and 3.0.
· Identify
and recommend appropriate mechanisms for the collection and
prioritization of feature requests for inclusion in future LAPOR!
versions from both public and government users.
· Provide a report on the results of the evaluation, including an executive summary..
· Provide recommendations to address all findings within LAPOR! 3.0.
· Present findings and recommendations to KSP, KeMenPAN-RB, Ombudsman RI, and USAID CEGAH
4. Five (10) days:
· Identify
the functional and non-functional needs for modules on Village Fund
monitoring as a part of LAPOR!’s future development.
· Provide
documentation the results of this needs identification process,
including stakeholder lists, the roles of stakeholders, work flows,
interface design, and the types and formats of needed reporting tools.
· Present findings and recommendations to KSP, KeMenPAN-RB, Ombudsman RI, and USAID CEGAH.
· Refine and finalize the assessment report based on input from KSP, KeMenPAN-RB, Ombudsman RI, and USAID CEGAH.
5. Five (10) days:
· Identify and document the functional and non-functional needs for the LAPOR! mobile apps for Android and iOS.
· Present findings and recommendations to KSP, KeMenPAN-RB, Ombudsman RI, and USAID CEGAH
· Refine and finalize the assessment report based on input from KSP, KeMenPAN-RB, Ombudsman RI, and USAID CEGAH.
C. Deliverables:
1. Work plan on for the evaluation of LAPOR! 3.0
2. LAPOR! 3.0 evaluation report, focusing on security, user-friendliness, and functional compatibility
3. Needs assessment for modules on Village Fund monitoring program.
4. Technical requirements document for LAPOR mobile apps.
5. Slide presentations
6. Final report and recommendations
D. Qualifications:
1. A professional with at least 5 years of experience in providing CHS consultancy services.
2.. Knowledgeable and experienced in conducting CHS audits.
3. Firm understanding of mobile app development.
4. Familiarity with public service organizations and Village Fund policies.
5. Prior experience working with government clients is preferred.
6. Strong management skills, and an ability to work with team or as an individual
