the position:
Admin and Finance WASH Project Officer – Contract
Based
Responsible
for finance and admin activity for WASH Projects in NTB Province : Water for
Women (WFW) and WINNER (Women and Disability Inclusive WASH and Nutrition)
Project. Provide assistance and support to the WINNER/WFW Project Manager in
problem solving, project planning and management, and development and execution
stated goals and objective. Report directly to the WINNER Project Manager and
coordinate with THRIVE
Finance/Admin Coordinator,
Finance/Admin Officer in Local NGO Partner level and other Country Office
Finance Team. Serves as principle point of finance and administrative contact
and liaison with internal and external constituencies. Provide specialist
finance and administrative service as appropriate in such area as office
management, public/community relations, project staff, general business
administrations; and/or development and relation, depending upon the functional
are supported.
Main Responsibilities Assists the WINNER PM
in the management of Project operations, especially for documenting budget flow
and usage. Provides relevant
updates to the Finance, Administration & Operations of of WFW and WINNER
project in NTB. Raises
important issues and concerns as well as legal aspects of Field operations of
WFW and WINNER project in NTB. Liaises
with local NGOs, agencies and third parties in the field in relation to financial
and administration activities as deemed necessary for of WFW and WINNER project
in NTB. Maintains communication
flow with Country Office Team to ensure documentation and follow-up on pending
Field financial issues of WFW and WINNER project in NTB.. Overall supervision of the operations of
finance and operations unit in the Field, including local NGO partner of WFW
and WINNER project in NTB. Manage
the preparation of the project budgets of WINNER project. Forecast cash flow positions of WINNER project. Monitors cash flow, prepares fund request to facilitate monthly
transfer of funds needed by the field of WINNER project. Monitors
financial performance of the field in terms of set budgets (operating expenses,
grants, etc.) of WINNER project.
Prepares/reviews and analyses budget
monitoring reports, gives advice to the rest of the Project Manager and team to
take corrective actions, as appropriate of WINNER project. Prepares/reviews and analyses budget monitoring reports prepared by
local NGO partners, gives advice to the rest of the Project Manager and team to
take corrective actions, as appropriate of WFW and WINNER project in NTB.
Processes and facilitates all payments or fund transfers of WFW and WINNER project in NTB.
Ensures that expenditures are authorized and approved, and supported by
adequate documentation of WFW and WINNER project in NTB. Ensures that Plan
International Indonesia funds are utilized and accounted for based on generally
accepted accounting principles and Plan International Indonesia standards of WFW and WINNER project in NTB.
Checks payment requests against approved budget lines of WFW and WINNER project in NTB. Follows-up acquittal or
liquidation of advances and ensures no advances are given unless the previous
advance is acquitted/ liquidated of WFW and WINNER project in NTB. Ensures that
financial transactions are properly inputted in the SAP application/system of WINNER project. Ensures that transactions are properly coded, and if
applicable, expense allocations are properly made of WINNER project.
Ensures timely completion of the
transaction records, sends to Country Office on the day after the closing date of WINNER project. Prepares
various financial reports and analysis required at/from the Field of WFW
and WINNER project in NTB. Ensures that accounting records are properly
maintained and documents are properly filed of WINNER project.
Ensures that Field Office expenditures are valid and in line with approved
budgets of WINNER project. Obtains explanations for /
investigates variances of WINNER
project. Oversees and
administers the day-today activities of the office; follow the policies,
procedures, and systems of Plan International Indonesia which ensure productive
and efficient office operation of WFW
and WINNER project in NTB. Organize and facilitates meeting, conferences
and other special event; coordinate and attends meeting, and participates in
discussion as appropriate of WFW and
WINNER project in NTB. Assist Project Managing on preparing letters,
contract, agreement and other document as needed by the project based on Plan
International Indonesia policies of
WFW and WINNER project in NTB.
Ensures that Plan International Indonesia and donor procurement policies are
implemented in the field of WINNER
project. Coordinates with the
Country Office Team the project office’s needs, and any issues and actions
involving HR, Admin and logistics of WINNER
project. Together with CO Admin
staff, conducts assets inventory and physical count of WINNER project.
Participates in project staff meetings of
WFW and WINNER project in NTB. Performs other tasks that may be assigned
by the WINNER PM and other working relation on Country Office.
COMPETENCY REQUIREMENT :
Education: Bachelor’s
degree in finance administration or accounting, or equivalent business. 2-3
years experienced in finance and administration. Skill in budget preparation, implementation,
tracking and analysis, and reporting. Ability to gather data, compile
information, and prepare reports. Records maintenance skills. Skill in
organizing resources and establishing priorities. Conflict resolutions and/or
mediation skills. Demonstrated ability to maintain confidentiality. Word
processing and/or data entry skills. Organizing and coordination skills.
Knowledge of general accounting principles and internal
audit process.
Knowledge of administrative policies and procedures as applied to public
institutions. Able working independently with minimum supervision. Able to work
under pressure and meet the deadline. Advanced organizational skills with the
ability to handle multiple assignments. Strong communication skills. Strong
English skills. Fast learner and adjustable to circumstances around in
order to create harmony team-work atmosphere Knowledge and Skill: Accounting Principles, Indonesian
tax and labor laws, Computer , WASH, CCCD, Child right, Child participation and
CRC, Administration policy & procedure, HR Policy and procedure,
Accounting, Accuracy in figures, Filing, Interpersonal relation , Negotiation,
Team work, Communication
