for the “Get Up Speak Out”
programme Mid-Term performance
study
The Get Up Speak Out (GUSO) program is a multi-country and multi-year
program implemented in Ethiopia, Ghana, Indonesia, Kenya, Malawi, Pakistan and
Uganda. This programme start in 2016 and will run for five years till 2020. The programme builds on the successes and experience from the previous
two predecessor programs; the Access, Services and Knowledge (ASK) and Unite
for Body Rights (UFBR) programs. GUSO addresses the multitude of factors and
actors influencing young people’s Sexual and Reproductive Health and Rights
(SRHR) using a multi-component approach which link (i) provision of sexuality
education and information, (ii) provision of quality, youth-friendly SRH
services and (iii) building support for youth SRHR, by addressing
socio-cultural and political barriers in terms of practices, norms and
policies.
In Indonesia, the programme is being
implemented by Aliansi Satu Visi through its 10 member organizations working in
five cities: Lampung, DKI Jakarta, Semarang, Bali and Kupang.

The survey will be conducted in two selected intervention area (Semarang
and DKI Jakarta) targeting youth that have already been
involved in or received services from the GUSO program. The research has the
aim to assess to what
extent the GUSO programme has led to the empowerment of young people to realise
their SRHR in societies that have a positive attitude towards young people’s
sexuality; and evaluate which interventions, strategies and processes have
reached and affected young people the most.
Time
investment
GUSO intends to start the mid-term performance study in late March 2018.
The consultant should conduct the data collection as soon as possible, but no
later than the first week of April 2018. The data collection should be
completed by 20 April 2018. This consultancy requires 20-25 working days.
Objective of the study
The objective of this mid-term performance study is to evaluate
(progress towards) programme outcomes and the long-term objective of the GUSO
programme.
Tasks to be performed by individual researcher
1) Prepare
a detailed work plan that includes a thorough and tight time frame, and budget
for the research;
2) Translate
the questionnaire into Bahasa Indonesian and adapt it into Indonesian context;
3) Select,
organize and supervise an appropriate team of young research assistants that
will conduct a survey among young girls and boys;
4) Clean the data
set, conduct basic data management (provide data labels, value labels in
English, and grouping qualitative answers) of the survey data;
5) Write
inception, progress and final report of the study;
6) Perform
the administrative tasks for the study, and write financial report of the
study.
Tangible outputs
1) Inception Report – Analysis of existing situation and
approved timeline for the assignment accompanied by invoice.
2) Progress Report – Short description of progress
(technical and financial) including problems encountered; planned activities
for the coming period accompanied by an invoice and the expenditure
verification report. Cleaned data set of the survey will be part of this
report.
3) Final Report – Short description of achievements
including problems encountered accompanied by an invoice, the expenditure
verification report, and financial report.
Methodology
A quantitative survey will be conducted
targeting young people in Semarang and DKI Jakarta areas where the programme’s Theory
of Change is implemented. Questions investigating the indicators to be measured
will be asked as part of this study, which can be seen as a programme
performance evaluation. The questions will include issues about girls’ and
boys’ knowledge on SRHR, their level of access to SRHR information and
services, whether they find the information and services beneficial and
appropriate or not, contraception access and use, referral systems and the
level of support received from relevant stakeholders.
The exact respondents and the sample size will depend
on the GUSO programme and target group per area and will be discussed with
country alliances and partners. However, for the mid-term, the sample size will
be more or less similar to the baseline performance study which is around
600-700 young people for both Semarang and DKI Jakarta.. The samples of this
mid-term study will be an independent sample from the baseline study. With
regard to the respondents of the survey, the survey aim to target girls and
boys between 10 and 24 from geographic clusters representing different
demographics of the catchment population, stratifying by the characteristics of
importance for that area, such as urban/rural, at school/community. The
proportion of girls and boys and age groups of those surveyed should be
balanced. The identification and recruitment of participants will be conducted
in cooperation with staff of implementing organizations.
Data will be collected in a youth friendly
manner, suitable to the context. The young people will be interviewed by young
research assistants who will have undergone an online training on the programme
performance evaluation; and appropriate ways of data collection. The young
research assistants are volunteers of implementing organizations, and their
recruitment will be conducted in cooperation with staff of implementing
organizations. Interviews will take place one-on-one in safe environments,
either at the schools or community. For quality assurance purposes, tablets
will be used for data collection.
Profile
requirements of the local researcher(s)
1. Minimum Bachelor Degree in relevant
field;
2. Experienced in conducting survey;
3. Interest in health programming,
including SRHR;
4. Willingness and interest to work
with (other) young people, earlier experience with this is an asset (for example:
former peer educators);
5. Good interpersonal skills and open
attitude;
6. Ability to work with tablets and appropriate
administrative skills;
7. Ability to work concisely and
structured following the KIT data collection guidelines as will be distributed
during the online workshop;
8. Availability to attend online
workshop;
