POSITION TITLE : CSO GBV Capacity Building Manager
PROJECT : USAID Bersama – GBV Prevention Program in Eastern Indonesia
LOCATION : Jayapura, Papua, Indonesia
DEPARTMENT : Civil Society & Education
REPORTS TO : Chief of Party
POSITION SUMMARY:
The CSO GBV Capacity Building Manager will be
responsible for providing oversight, management and technical leadership
for one objective of this results-oriented program focused on reducing
gender-based violence (GBV) in Eastern Indonesia.
The program’s aim is to improve local capacity of civil society
organizations (CSOs) and community based organizations (CBOs) to change
practices within community to reduce GBV and to advocate for and improve
services to victims of GBV. The candidate will
lead one of the three components in this project. The position will be
based in Jayapura, with regular travel to other regions in Eastern
Indonesia.
ESSENTIAL RESPONSIBILITIES:
The CSO GBV Capacity Building Manager is
responsible for managing all technical work with civil society
organizations. The candidate will be responsible for reducing acceptance
of GBV by strengthening CSOs to disseminate and scale effective
messaging, and increase public awareness about GBV. Working closely
with other program staff and partners, s/he will lead, plan, and
implement activities that strengthen CSOs and CBOs to reduce GBV in
their communities. The candidate will support colleagues
to achieve their goals, specifically field based staff. Specific
responsibilities include:
• Plan annual activities and report on progress towards achieving the programs’ goals.
• Manage projects’ communication strategy, focusing on activities related to GBV prevention and response.
• Supervise Organizational Development Advisor and Communications Officer.
• Oversee objective three of the
program (Increased voice for CSO sub-grantees in the fight against GBV)
and ensure integration with objective two (Reduced acceptance of GBV and
gender inequality) approach and activities.
• Work with Field Oversight Advisor and help schedule Field Officers’ work with CSOs.
• Work with the grants team to coordinate grants to CSOs.
• Assess and learn from the outcome of the activities; adaptively manage program to ensure results.
• Work with M&E Team to ensure activities are monitored.
• Provide technical assistance to project staff and partners and serve as an advisor to the Chief of Party.
• Contribute to the development of annual workplans, M&E Plan, and program progress reports.
• Other duties as assigned.
QUALIFICATIONS, EXPERIENCE AND COMPETENCES:
Education: Master’s degree preferred,
bachelor’s level degree required in organization development, social
work, international development, gender studies, or a relevant social
science discipline.
Work Experience:
• Applicants must have a minimum of 8 years’ experience in implementing projects
• Community Development and social mobilization experience
• Experience in working on gender issues, preferably gender based violence
• Experience using facilitative, participatory approaches to organizational development
• Experience working with varying levels of organizations including CSOs, CBOs and quasi-governmental organizations
• Experience designing and implementing organizational capacity assessments and other assessment tools
• Experience working in Eastern Indonesia preferred
• Experience in organizational capacity building
Skills/ Knowledge:
• Demonstrated effective training and
coaching skills, networking, interpersonal skills, creative problem
solving, conflict, and ethical management skills.
• Understanding of USAID projects preferred.
• Work well with all levels of
employees, be flexible in nature, have sound judgment with an open and
collaborative style that encourages teamwork and cooperation beyond the
immediate team to the broader organization/project.
• Willingness to travel frequently in the project area.
• Be able to identify priorities within
multiple assignments in a high-pressured, short-deadline environment,
and be able to work with diplomacy and efficiency in such an
environment.
• Fluency in Bahasa Indonesia and English required.
• Excellent written and oral communication skills.
• Computer literate in Microsoft Word, Excel and PowerPoint.
