Background
The
United Cities and Local Governments (UCLG) is a worldwide association of local
governments and the officially recognised voice of local governments by the
United Nations. UCLG was established on 1 January 2004 and is headquartered in
Barcelona, Spain. UCLG is an amalgamation of International Union of Local
Authorities (IULA), United Towns Organisation (UTO), and World Association of
the Major Metropolises (METROPOLIS) set up in Ghent (Belgium) in 1913, in
Aix-les-Bains (France) in 1957 and in Paris (France) in 1985,
respectively.
Following
this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the
new entity of IULA ASPAC. UCLG ASPAC’s Secretariat is hosted by Jakarta
Provincial Government based in Jakarta, Indonesia. UCLG ASPAC is the largest
regional section of UCLG. It has linkages to more than 7,000 cities and local
governments and represents well over 3.76 billion people - more than half of
the world population - and incorporates economically fast developing countries
such as China, India, and Indonesia.
UCLG
ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific
region. It promotes democratic local government, supports cooperation between cities, local governments and
their associations, and facilitates programmes, networks and partnerships to develop the capacity of local
governments and associations. UCLG ASPAC also represents local governments politically within
the international community, and with
the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social, and economic justice, and sustainable community
development. UCLG ASPAC is engaged in all relevant thematic fields for
nurturing sustainable development, such as poverty
alleviation, climate change, disaster resiliency, culture, strategic planning, decentralisation,
local finance, gender equality, women leadership and empowerment, as
well as good governance.
Following the
expansion of its Secretariat and to support the increased cooperation of cities
and local governments, UCLG ASPAC is inviting professional and dynamic people
to fill in the newly created and opened positions. UCLG
ASPAC is recruiting Programme Manager (PM) for a one-year (1)
period with possibility of extension, based on satisfactory performance. The
Post assigned is to provide high quality technical and managerial support to
the newly created Division of Strategic Services. The PM reports directly to
the Head of Strategic Services Division.
Objectives:
The Programme Manager provides
oversight to UCLG ASPAC programmes and projects and ensures that the UCLG
ASPAC’s activities are technically and managerially sound and are in line with the
goal and mission of the organisation. The PM serves as the Team Leader for all programmes/projects,
provides high-level, strategic direction and technical
assistance and ensures technical and managerial excellence, quality programming
and that the programmes projects are on scope, budget and timely schedule. The PM
serves as a key resource and becomes the member of UCLG ASPAC’s new program
development teams.
Scope of Work/Key Duties:
The key duties and activities of this role are:
- Provide programmes/project’s management and guidance to ensure effective integration of quality improvement and that governance and monitoring & evaluation is well consolidated into technical areas and programme activities.
- Serve as an involved partner in programme’s consortium by representing UCLG ASPAC’s programmes/projects in professional circles, with the donor and the members.
- Liaise and develop network with strategic partners/stakeholders.
- Ensure programme/project management excellence and quality, and incorporate and adapt global evidence and experience as relevant in activities.
- Ensure program strategies and interventions are technically sound and evidence-based.
- Actively participate in UCLG ASPAC’s new program development and innovation efforts.
- Support the coordination activities that involve relevant stakeholders including donors, international organisations, governments and associations, NGOs, private sectors, and independent experts.
- Support the effectiveness and reach of the on-going programmes/projects of UCLG ASPAC.
- Conduct research related to development issues that are relevant to thematic areas of UCLG ASPAC and identify strategic issues and potential donors.
- Review the achievements and lesson learnt of programmes and projects.
- Support Secretary General in developing a pipeline of innovative and qualified project proposals for submission to potential donors.
Requirements:
- Minimum Advance Degree in a relevant discipline (relevant experience may substitute the relevant degree);
- Project Management Certified is preferable;
- Minimum 7 (seven) years’ experience in a similar position in an Association, NGO and/or an International Organisation;
- Management experience and interpersonal skills that develop staff;
- Demonstrated leadership skills;
- Capacity to balance rigor with pragmatism;
- Demonstrated ability to develop strong working relationships across organisations and with government stakeholders;
- Demonstrated experience working with local governments, multi-donor agencies, and/or development partners.
- Excellent oral and written communication skills (English; knowledge of Bahasa Indonesia an asset).
- Highly developed communication skills, including ability to draft/edit texts and to articulate ideas in clear, concise style to a variety of audiences, as well as facilitation skills.
- Experience in working in an international environment, respecting different cultures and nationalities.
- Positive work ethic with a willingness to learn and grow.
- Has the ability to work under pressure and to meet the deadlines requires.
- Self-motivated with a positive and professional approach to management.
- Considerable domestic and international travels may be required.
- Advanced computer skills, particularly MS Office.
Supporting
Team
The post will be supervised by the Secretary
General and the Head of Strategic Services Division and supported by Project
Managers, Project Team Leaders and Programmes Specialists.
