Project overview & Role
Palladium has an exciting opportunity for an individual with demonstrated project management skills and experience in climate mitigation and low-carbon development to serve as Indonesia Country Associate for the UK PACT (Partnering for Accelerated Climate Transitions) programme.

The UK PACT programme aims to improve the effectiveness of key institutions (public, private, and civil society) in partner countries so that they can deliver accelerated emission reductions and raise the ambition of their Nationally Determined Contributions (NDCs) targets. Through its focus on NDCs, the programme supports the UK’s COP26 efforts that aim to review NDC commitments and strengthen ambition. UK PACT is a flagship investment from the UK government and is managed by a team in the UK Department of Business, Energy and Industrial Strategy (BEIS), with staff based both in London and in the UK embassies in selected partner countries.

The UK PACT programme will specifically deliver the following results:
An increase in the capacity and capability of partner institutions (national, sub-national and civil society) to deliver enhanced and accelerated climate actions; and
An increase in in-country buy-in to urgently facilitate low-carbon development.

To deliver these results, the programme is composed of four components:

a central delivery partner and bilateral country programming (delivered by Palladium): supports innovative capacity-building projects in partner countries as identified by country context and demand from government stakeholders;
a global challenge fund (delivered by ICF Consulting Services): supports innovative capacity building projects in a wider range of ODA-eligible countries to promote emissions reductions and low carbon solutions;
skill-shares and secondments (delivered by PA Consulting): provides both short-term peer-to-peer skill shares with country counterparts and long-term secondments into key institutions.;
cross-programme Monitoring & Evaluation (M&E) (delivered by OPM): ensures the effective management and communication of programme level results, as well as the implementation of the monitoring, evaluation and learning elements across UK PACT.

Purpose of the position:
The UK PACT Indonesia Country Associate is responsible for supporting the UK PACT Indonesia Country Facilitator in the management, monitoring and coordination of UK PACT activities in Indonesia. They will be a part of the Palladium team contracted to support BEIS to deliver on the Country Programmes.

The Indonesia Country Associate will work closely with the UK PACT Indonesia Country Facilitator and help coordinate with the British Embassy Jakarta (BEJ) to support demand scoping, market engagement, and pipeline development and management of UK PACT projects. The Indonesia Associate will play a critical role in the Palladium team, supporting the positioning, representation, and promotion of the UK PACT programme in Indonesia.

The position will be based in Indonesia, preferably in Jakarta, with some national travel pending COVID-19 restrictions.

Primary duties and responsibilities

The Indonesia Country Associate will be a key in-country member of the Palladium UK PACT team supporting management of day-to-day activities from project implementation and reporting, to stakeholder engagement and context analysis to ensure overall programme success.

Specifically, the Indonesia Country Associate will:

Strategy Development and Engagement:

Support on continuous context analysis and assessment of local market capacity to identify the most appropriate avenues for interventions and pathways to climate change impact within each key strategic sector; and
Support further demand scoping for UK PACT-funded projects in-country, including stakeholder mapping and engagement, identification of complementary existing programmes (funded by the UK and other donors) to avoid programme duplication, and horizon scanning.

Stakeholder Relationships:

Support the UK PACT Indonesia Country Facilitator in promoting UK PACT funding opportunities to potential implementing partners, project and programme outputs to intended beneficiaries, and broader UK engagement on low-carbon development where relevant;
Working closely with the UK PACT Indonesia Country Facilitator, contribute to, and where appropriate lead the management of day-to-day interactions with local stakeholders, specifically supporting the relationships with project applicants and grant recipients/implementing partners; and
Maintain an excellent working relationship with local BEIS team within the Embassy to collaboratively design and generate buy-in for the programme activities.

Subject to BEIS approval and funding and in consultation with BEJ, in subsequent phases of the work, the UK PACT Country Associate will support the implementation of the UK PACT grant portfolio in Indonesia, which will include the following:

Project Management; Identification, Selection and Design of Interventions

Support the UK PACT Indonesia Country Facilitator and Country Programmes core team in coordination of grant funding windows and support market engagement to ensure the right local stakeholders are aware of, and well-placed to apply for, UK PACT funding opportunities;
Contribute to the project screening and selection process, particularly with regard to assessing deliverability and impact potential on the ground;
Support the UK PACT Indonesia Country Facilitator to oversee timely implementation of projects and regularly ensure the feedback of results, impacts and learning through quarterly reports to BEIS covering overall progress, progress against outputs, main activities and outputs for the next period, budget, spend and forecast, and risks;
Support the UK PACT Indonesia Country Facilitator and Country Programmes core team to adhere to any local due diligence required from Implementing Partners and to support initial briefing to potential Implementation Partners;
Support defense against fraud, corruption and safeguarding risks, conducting spot checks and other processes to ensure BEIS grant funding is spent as intended and that Implementation Partners meet BEIS compliance requirements; and
Support the UK PACT Indonesia Country Facilitator in advising on the potential to extend, scale up or replicate successful projects, and work with successful Implementation Partners to do this with BEIS approval.

Programme Reporting

Support Implementing Partners on project reporting (technical, financial, results and risk), ensuring reporting meets BEIS requirements and those of OPM, the Monitoring & Evaluation (M&E) partner for UK PACT, providing a coordination and quality assurance function; and
Support identification of country and project-specific risk management, working with BEIS in post and in the UK, the Team Leader and Country Programme core team.

Reporting
The position will report and be accountable to the UK PACT Indonesia Country Facilitator for UK PACT Country Programmes (and in their absence, the Country Programmes Deputy Team Leader).

Required Qualifications:

Good and up-to-date knowledge and understanding of the local political, economic and operating context in Indonesia, with a focus on the low carbon/climate mitigation sectors;
Technical knowledge and understanding of one or more of the priority areas identified within the country strategy. For Indonesia these include:
Cities and Green Transportation, including Electric Vehicles;
Energy Efficiency;
Carbon Finance; and
Climate Change Governance and Policy-Making
Understanding and experience of project management, including experience of technical and financial grant management;
Excellent organisational, inter-personal administration and communication skills;
Professional fluency in English and Bahasa Indonesia (written and verbal);
A high degree of personal resilience, flexibility, and ability to adapt to changing circumstances; and
Highly collaborative and committed to close working and open communication with BEIS in post and in the UK, and other UK PACT partners, as well as ability to communicate effectively with a wide range of stakeholders at different seniority levels.
