Currently RutgersWPF Indonesia is looking for enthusiastic candidates for the position of Project Accountant and who are available on short notice.

 

Main Purpose of the Position:

The Project Accountant will assist the Finance Manager in managing Indonesia Grants and Sub Grants portfolio focusing on compliance and obligations. He/she will work collaboratively with other departments and local partners to ensure proper financial management, accountability, planning, and reporting in alignment with Rutgers WPF Indonesia policies and procedures, the goals of the grant, and the provisions of the grant agreement.

 

The Project Accountant must demonstrate strong experience in sub grants management, including building the capacity of staff and local partners in areas of compliance and obligations. Coaching and advising are essential functions of this position. He/she will also provide detailed financial analysis, reporting, system and process development, training, and support to international program funding.

 

KEY AREAS OF ACCOUNTABILITY

Budgeting

·   Assist Finance Manager to provide budget support to Program Managers and/or Budget Holders with the responsibility to include:

a.    Administration and information support during the annual budget process.

b.    Information of the status of budget and expenditures of grants.

c.    Develop a system to monitor, analyze and provide recommendation on exchange rate in comparison against initial assumption at proposal stage.

·   Analyze spending trends and provide feedback and analysis to Program Managers and/or Budget Holders on areas with significant over or under spending.

·   Support Finance Manager to ensure program cash flow projection and program budget projection are developed in realistic manner and included in fund requests to HQ.

·   Assist Finance Manager on cost allocations, general accounting, internal control, and administrative system as required.

 

Financial Reporting and Analysis

·   Generate and review financial reports as per agreed schedule on the grant agreement.

·   Liaise and effectively engage with program staff in financial report creation, systematic development of the reports, user support, and general accounting assistance as needed.

·   Maintain and run the financial management system and oversee internal and external reporting requirements related to implementation of bilateral projects in Rutgers WPF Indonesia.

·   Assist Finance Manager to ensure timely and accurate financial reports required by HQ, donors, and other stakeholders.

·   Coordinate review and approval processes of the financial reports with the Principal Investigator (PI).

·   Produce, review, and discuss monthly Budget versus Actual (BVA) with Program Managers and/or Budget Holders.

 

Grants and Sub Grants Management

·   Manage sub-granting cycle under supervision and discussion with the responsibility to include:

a.    Conduct financial capacity assessment, and scoring.

b.   Assist Finance Manager in reviewing the sub grant budget proposal.

c.    Conduct technical meetings on administrative and financial with sub grantees.

d.   Coordinate preparation of cash flow of the sub grantees based on the proposal/timeframe.

e.   Review the financial report of sub grantees before Finance Manager approval and submission to Finance Assistant for processing.

f.     Prepare and monitor fund transfer to sub grantees.

g.    Conduct monitoring visits to sub grantees.

h.   Conduct sub grants closeout.

·   Manage grants and sub grants database of Indonesia program, share information with HQ and management as required, and provide support in regards of grants and sub grants with the responsibility to include:

a.    Upload proposal, budget, agreement, and any other documents instructed by the Finance Manager into Grants folders.

b.   Monitor reporting schedule, monitor submission report to donors, and file its evidence.

c.    Monitor and update grants information into Grants database.

·   Work with sub grantee for managing the sub grants, from monitoring the expenditures against budget to identifying and solving the issue related to the sub grant.

·   Assist Finance Manager in providing technical support in training/workshop if necessary.

 

Compliance

·   Ensure that adequate financial systems are in place and accounting practices and standards are adhered to and are in accordance with Rutgers WPF Indonesia policies and procedures and donor requirements.

·   Build capacity of local partners on Rutgers WPF Indonesia policies and procedures and donor requirements.

·   Ensure procurement procedures are in alignment with Rutgers WPF Indonesia policies and procedures and donor requirements.

·   Prepare closeout documentation at the end of the program in compliance with Rutgers WPF Indonesia policies and procedures and donor requirements.

 

Occasional Significant Duties

·   Support Finance Manager in external audit in terms of preparing and collecting data needed by the auditor.

·   Significant other duties as assigned by the Finance Manager related to Indonesia country program.

 

Decision Making Responsibilities (Scope & Impact on the organization on decisions made by this position)

In consultation with Finance Manager, the Project Accountant can recommend appropriate courses of action based on Rutgers WPF Indonesia policies and procedures. 

He/she can assist and give inputs on spending decisions, identify areas to improve the quality of grants management, and make recommendations to improve productivity and work efficiency.

 

MINIMUM REQUIREMENTS

Minimum Academic and Professional Qualifications

Bachelor’s Degree in Accounting or Financial Management

Minimum Work Experience       

At least 5 years of accounting and grants management experience

At least 2 years of experience managing staff

Excellent command of Microsoft Excel

Strong background in financial management systems

Experience in using Exact Financial system is advantage

·        Strong computer skills in in the use of computers and office software packages (i.e. Microsoft Word, PowerPoint and Excel).

·        Strong administrative and documentation skills.

·        Strong character who can work under pressure.

·        Well organized, able to meet deadlines, and good understanding of time management.

·        Proactive and self-motivated, able to work independently as well as in a team.

·        Good interpersonal skills and ability to work well in multicultural teams.

·        Good knowledge of communication (Indonesian and English).

·        Demonstrated effective written and verbal communication skills (Indonesian and English).

·        Willing to learn new skills/knowledge related to the scope/content of the specific projects.

·        Generates creative, practical approaches to overcome challenging situations.

·        Willing to receive feedback from others.

Has a vision to develop the organization and an intention of continuous improvement.
