*BACKGROUND *
The Government of Indonesia started to adopt performance-based management
and performance-based budgeting systems in 1999 as part of greater reforms
effort that has been started since 1998. MenPAN is the government agency
that responsible for evaluating all government agencies’ performance and
has released guidance for developing performance accountability reporting
systems –LAKIP. (PermenPAN Nomor 29/2010).
SIAP 1’s cooperation with MenPAN covers a broad portfolio of public policy
and internal management efforts. MenPAN is keen to improve the
performance-based management by reviewing the existing performance
accountability reporting system (LAKIP). To support this effort, SIAP 1
plans to provide an International Consultant to help the ministry review
existing regulations on performance management and performance evaluation,
and provide recommendations for improving this reporting system.
In support to this review process, SIAP 1 with MenPAN will also conduct a
workshop with related government agencies with responsibilities for
performance evaluation and some government users of performance evaluation
reporting. There will be 3 workshops: first with the performance reporting
units in various ministries; second with instructors from the National
Administration Agency (LAN); and third with representatives of local
government.
*O**bjective: Provide Recommendations for the Improvement of LAKIP*
Activities I:
1. Assess current performance-based management systems and the
performance accountability reporting system (LAKIP).
2. Present recommendations on improvement of the performance based
management systems and the performance accountability reporting system
(LAKIP) to MENPAN
3. Based on feedback, refine proposed program for MSI Assistance in
2013.
4. Present International Best Practices in performance based
management systems and the performance accountability reporting system to
MenPAN.
5. Present International Best Practices in performance-based
management systems and the performance accountability reporting system in
the workshops with other related government offices.
*DELIVERABLES*
1) Assessment of current performance based management systems and the
performance accountability reporting system (LAKIP) of MENPAN.
2) Preliminary Recommendations on improving the performance based
management systems and the performance accountability reporting system
(LAKIP).
3) Presentation of recommendations to MENPAN leadership
4) Final recommendation (based on MENPAN feedback)
5) Presentation slides on International Best Practices in performance
based management systems and the performance accountability reporting
system to MenPAN.
6) Presentation slides on International Best Practices in performance
based management systems and the performance accountability reporting
system for the workshops with other related government agencies.
