Background

Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.”
People-centered Development Programme (PCDP) supports local government institutions, civil society organizations and communities in the Papua region in their efforts to improve human development and to achieve the Millennium Development Goals (MDGs). The PCDP will continue to provide technical assistance to the local government and civil society to formulate, coordinate and implement appropriate, specific local development programmes in the targeted districts of Papua and West Papua. The Programme will put more emphasis on improving the economic welfare of communities, in particular of indigenous Papuans, starting with a few concrete pilots to ensure that the results of programme interventions make an impact on the lives of communities and government’s efforts to reduce poverty, focusing on: 1) support at provincial and district levels in developing policies and programmes that are pro-poor, MDG-oriented, gender sensitive and OTSUS- based, building on a comprehensive assessment of the current socio-economic situation of the region with enhanced support to and stronger focus on district level governments; 2) empowering local communities to develop and implement programmes in the areas of health and education, in partnership with CSOs and local government; 3) improving the economic welfare of local communities, especially indigenous Papuans; and 4) facilitating linkages, cooperation and communication for a coordinated delivery of development assistance between and within the local Government and central government and with civil society and development agencies.
A designated Project Management Unit (PMU) is established in Jakarta (Bappenas) to manage the implementation of the PCDP support programme and activities, and in this context, UNDP wishes to recruit a National Project Manager.
Two provincial project management units (PPMUs) are established, one in Papua (Jayapura) and the other in West Papua (Manokwari), supported by two LED Project Officers, which will head the PPMUs. The LED Project Officers report to the project manager and coordinate with a designated officer in the BAPPEDA.
Under the overall guidance and on behalf of the Project Board, the project manager has the authority to run the project on a day-to-day basis. The project manager is responsible for making the day-to-day decisions on project implementation and ensures that the project produces the results specified in the project document to the required standards of quality and within the specified time and cost. The primary reporting responsibility of the incumbent is to the board through the National Project Director as the primary supervisor. Additionally, for matters related to UNDP contractual administration the Team Leader of Democratic Governance and Poverty Reduction Unit will be the secondary supervisor. S/he will liaise closely with the designated programme manager within the Democratic Governance and Poverty Reduction Unit.

Required Skills and Experience
Education:* Minimum Bachelor degree in Business Administration, Public Administration, Regional Planning, Economics, Political Sciences, Social Sciences, or other relevant fields of study. Master degree will be preferred.
Experience:* Minimum 7 years for Bachelor degree and 3 years for Master degree of professional experience, preferably in the field of development
Language Requirements: • Fluency in written and spoken English is an absolute necessity;
• Fluency in written and spoken Bahasa Indonesia is required.
Other Requirements: • Demonstrated strong familiarity with development projects and UNDP programmes in Indonesia.
• Knowledge of social development programmes and experience in implementing MDGs-related projects and programmes highly desirable.
• Strong knowledge and experience in project management are essential and ability to write high quality reports.
• Excellent inter-personal and team building skills.
• Full time availability for project management duties is essential.
• Familiar with Government and UNDP procedures.
• Up-to-date computer skills required.
