RADKOM-DRR: Reducing risk and increasing Access to Disaster information among south Belu KOMunitas (communities)
1. ACTED background
The Agency for Technical Cooperation and Development (ACTED) is a French non-profit organization working in over 30 countries worldwide to provide emergency response, early recovery, and development assistance to communities in need. ACTED's interventions seek to cover multiple aspects of humanitarian and development crises through a multidisciplinary approach that is both global and local, and adapted to each context. ACTED's vision is to establish emergency, rehabilitation, and development. ACTED aims to guarantee the sustainability of relief interventions carried out during crises by remaining in the field after the emergency to engage in long-term support to communities in food security, health, education, economic assistance, microfinance, advocacy, and cultural promotion. ACTED's actions are needs based and identified in a participatory manner with communities in the areas where we are present. ACTED has been active in Indonesia since April 2005, assisting those affected by the tsunami and Nias earthquake and is now working to support livelihoods, community-based disaster risk reduction, and child protection in North Sumatra, Nusa Tenggara Timur (NTT), and elsewhere.
2. Project background
ACTED proposes to establish a community radio and provide training that will contribute to improving communication and capacity among southern Belu communities in order to improve the timeliness and nature of response to multiple coastal hazards. The intervention will also work to raise awareness of and integrate environmental management into risk reduction among communities and the government, expanding their focus and planning from simple emergency response to longer-term strategies of disaster preparedness and mitigation.
This project is supported by USAID (United States Agency for International Development)-OFDA (Office for Disaster Assistance).
ACTED is implementing this project in partnership with CIS TIMOR, local NGO with strong expertise in the setting-up of radio community.
3. Approach and needs overview for a Natural Resource Manager consultancy.
In the frame of the activities planned during the 2 years of the project, the project is focusing its support to the following components:
1. Improve early warning system and Disaster Awareness information through the development of radio community;
2. DRR Capacity Building at community level, through empowerment of Village Disaster Management Committee (Tim Siaga Bencana Desa, TSBD);
3. Integrate coastal hazard and natural resources management into Disaster Risk Reduction and mitigation activities at community level;
The expertise of the consultant will be use focusing on the component 3 of the project, with main activities described below:
• Training of TSBD in environmental assessment and natural resource disaster mitigation strategies
• Raising community awareness of environmental protection and how natural resources mitigate disaster risk
• Sub-district workshops to identify strategies to link disaster risk reduction plans and proposed environmental management activities across villages and sub-districts, as well as link them to larger provincial initiatives
• Funding contest for natural resource disaster mitigation micro-projects
The consultancy will have a global duration of 10 months, divided in 4 periods of activities. The global duration of the consultancy contract period will not extend 18 months (from the beginning to the end of the consultancy).
4. Background of the consultant
4.1 Professional Qualifications and Skills
- Minimum bachelor degree in Environment, Education, or another relevant discipline required, master's degree preferred;
- Minimum of four (4) years of experience working management of community-based natural resource management and protection activities required;
- Experience in developing and delivering community-based training required;
- Experience developing environmental awareness campaigns desired;
- Experience with integrating natural resource management into Disaster Risk Reduction strategies desired;
- Experience managing small community grants and/or village projects desired;
- Experience working for other local and/or international NGOs (especially in NTT) desired;
- Good communication skills and written/spoken fluency in English required;
- Good communication skills and written/spoken fluency in Bahasa Indonesia required
- Good interpersonal skills, including patience, diplomacy, willingness to listen as well as respect for beneficiaries required;
4.2 Personal Qualities:
- Flexible and adaptable, willing to learn new skills and conform to new systems and situations;
- Honest, responsible, self-motivated and able to take initiative under minimum supervision;
- Able to give helpful directions, detailed instructions and demonstrations;
- Ability to work as part of a team in a cross cultural environment;
- Able to negotiate and to clarify expectations of both the beneficiaries and team;
- Willing to spend a considerable amount of time in the field.
ACTED will provide for the consultant transportation means for its field mission, as well as a computer for its duties. The consultant will be invited to share an office room in our field office in Betun, Belu district.
