REQUEST FOR EXPRESSION OF INTEREST/ APPLICATIONSs

The Humanist Institute for Co-operation with Developing Countries (Hivos) (Principal Recipient) and the Islands of Southeast Asian Network on MSM, TG, and HIV (ISEAN) (Co-Proponent) are currently implementing a regional grant supported by the Global Fund for AIDS, Malaria, and Tuberculosis (GFATM) Round 10. The Program’s full title is “Strengthening Community Systems to Reduce Vulnerability to and Impact of HIV infection on MSM and TG in Insular Southeast Asia’. This grant has the main goal of reducing (a) the vulnerability and risks of MSM and TG to HIV infection and (b) the impact of HIV on their lives in Insular Southeast Asia. It intends to address critical gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs. The Program Management Unit of the ISEAN-Hivos Program is based in Jakarta, Indoensia.

Hivos, as the Principal Recipient of the grant, is looking for a capable Finance/ Grant Officer (FGO) who shall perform the following functions:

1. Provide advice to Program Director on budgetary and financial matters;
2. Liaise with Program Director in disbursing grants to program implementers;
3. Prepare daily accounts, bookkeeping and financial reports for the project;
4. Review, revise and develop fiscal and administrative policies for the project, and ensure that these policies are applied in daily practice;
5. Ensure that adequate internal controls are in place that are compliant with Hivos and GF requirements;
6. Ensure budget tracking, sound financial management, including programmatic budgeting, quarterly spending projections, monthly spending reviews, and monitoring of payments;
7. Review the financial reports submitted by the Sub Recipients (SRs) and make recommendations to the PD on further disbursements;
8. With M&E Officer and PO, monitor the achievement of indicators, including program achievement and budget expenditure, and ensure that variance analysis is conducted, and prepare the PUDR;
9. With the PD, ensure the proper implementation of external audits of the PR’s and all SRs’ financial statements, in accordance with the agreed audit plan;
10. Monitor progress against the audit plan and set up a process for reviewing and following up audit recommendations at both PR and SR levels;
11. Develop and implement an effective internal audit system for both PR and SR levels and monitor any recommended follow-up actions;
12. Liaise with the Training Coordinator, consultants and training facilitators to identify and address technical assistance needs, including designing training, to strengthen the financial management capacity of finance staff and Program Officers at PR and SR levels;
13. Lead the implementation of Enhanced Financial Reporting.
14. Lead and coordinate with the team of Local Finance Evaluators who will assist in ensuring effective financial management at the SR-level.

Key Qualifications
1. Bachelor’s Degree in Accounting, Finance or related fields. A graduate degree will be considered as an advantage;
2. At least 5 years experience in accounting and financial records management, preferably in an NGO setting;
3. High level of computer literacy,
4. Well versed in Excel and other accounting software;
5. Preferably with experience working with Global Fund Programs or other developmental organizations or international NGO;
6. Familiarity with the concerns of MSMs and TGs in the South East Asian context;
7. Good communications skills preferably with fluency in written and spoken English;
8. Willingness and ability to travel extensively within South East Asia.
9. Capacity to work well within a team, in a multi-country context; and
10. High level of flexibility and willingness to cross-train in other functions

As the Hivos Regional Office for South East Asia is based in Jakarta and the post offers no expatriate benefits, this position is only open to citizens of Indonesia.
