*BACKGROUND  ***

Supreme Audit Agency (BPK abbreviated) is higher institutions in Indonesia
that has the authority and responsibility to audit the management of state
finances. BPK is a major player in the anti-corruption architecture of the
Indonesian state by conducting audit on state finance accountability. In
fulfilling its mandate, BPK conducts hundreds of audits every year that
hold government accountable, and save billions of Rupiah to the state.  In
addition, there are audit reports of BPK on which led to the government
agencies made changing or creating new policies to protect the interests of
the community and / or improve the welfare of the community.

Nonetheless, its media profile remains very low and people are not aware of
its contribution to society. BPK is keen to increase its public profile and
improve its communication efforts, both at the national and regional level.

According to the recommendations of international consultant who has
conducted an assessment of the BPK performance in the field
communications, one way to  communicate the work of BPK to its stakeholders
and the community is providing a report of the BPK work in the form of
Annual Reports. The Annual Report should be prepared in a format this
easily understandable, readable and visually attractive. The contents
presented should avoid being excessively technical, and should strive to be
well understood by readers. Key messages include the BPKs support to
government agencies in preventing, detecting, and eradicating the
corruptions; BPK's contribution on state financial savings, as well as
recommendations for improvement of government policies intended to protect
the interests of the community and to improve the welfare of the community.

Preparation of an Annual Report that 'public friendly' requires specific
communication skills, especially in communicating result of financial audit
and performance audit report, so that the messages can be accepted by
readers as expected. MSI will help BPK to provide the appropriate
communication consultant to prepare such annual report.

*SCOPE OF WORKS:*

The scope of work of this activity is to compile information of all BPK
works during 2012, including but not limited to BPK audit reports, and
presenting it into the “BPK Annual Report for year 2012”. The report will
be prepared in Bilingual (Bahasa and English).



*OBJECTIVE**S*

The objectives of this activity is to prepare BPK Annual report for the
year 2012 that ‘public friendly’ and ‘professionally attractive’, to
deliver messages regarding BPK contributions in support government agencies
to preventing, detecting, and eradicating the corruptions, contribution on
the state financial savings, as well as recommendations for improvement of
government policies intended to protect the interests of the community and
to improve the welfare of the community.**

*ACTIVITIES*

The Consultant will conduct the following activities:

1.    Collecting information on BPK work, including but not limited to BPK
audit report, for the year 2012.

2.    Identifying the kind of BPK contributions for year 2012 that will be
communicated to the public in annual report, based on result of step No. 1.

3.    Identifying actual contributions by BPK that significantly influence
the national interest and government policies during year 2012.

4.    Preparing and writing draft outline and key messages of annual report
to be approved by BPK (Bureau Public Relation).

5.    Proposing title of the report that will be the main theme of BPK
contribution to the state during year 2012.

6.    Designing format of annual report that ‘public friendly’,
‘professionally attractive’ and considered will be accepted by BPK
stakeholders and community.

7.    Preparing draft BPK annual report for the year 2012 to be approved by
BPK (Bureau Public Relation).

8.    Finalizing BPK annual report for the year 2012. (In two languages)

During his/her work, consultant will be supported and assisted by person in
charge from Bureau Public Relation, to supply information regarding BPK
work during 2012.

*DELIVERABLES*

The Deliverables of consultant work are as follows:

1.   Draft BPK Annual Report for the year 2012.

It should be submitted in pdf format (in three CD-R or DVD-R) and seven
copies of printed version. Draft should be submitted not later than March 31
st, 2013.

2.   Final draft of BPK Annual Report for the year 2012.

It should be submitted in pdf format and editable (.pub or equivalent)
format (in three CD-R or DVD-R) ready to be printed, and seven copies of
printed version. Final Draft should be submitted no later than 15 days
after BPK feedback on draft is received (expected completion date: April 30
th, 2013.)

*DURATION OF WORK*

The commencement period of employment is fo 60 (Sixty) working days and the
implementation of work is expected to start by  January 1st, 2013.



*C**ONSULTANTS’ REQUIREMENT*

BPK Annual Report consultant should have the following qualifications:

1.    Experience writing annual report for government agencies or state
owned enterprises.

2.    Good understanding of audit matters.

3.    Personal consultant, expertise in Communication.

4.    Having the ability to provide services as a consultant, specifically
in communicating performance report of entities,

5.    By law has the capacity to sign a contract,

6.    Not in the supervision of the court, not bankrupt, and / or not
serving criminal sanctions,

7.    Has tax number identification (NPWP), and had filled Annual Tax
Income Report for 2011,

8.    Have certifications or experiences, relevance to professional
services will be provided,

9.    Having a good performance, not on the sanctions list or black list in
a government agency/state owned company,

10.  Not make incorrect statements about his / her competence and
capabilities.



*ESTIMATED TIME CONSUMED:*

§  Collecting all of BPK works, including but not limited to BPK audit
report, for the year 2012.

communicated to the public in annual report.
