Vacancy: Communication Consultant for PNPM Mandiri Support Facility

BACKGROUND

The National Program for Community Empowerment
(PNPM) Mandiri works as a policy framework for implementing community
empowerment-based programs for poverty reduction in more than 6,400 kecamatan
in Indonesia. As a policy framework, it brings numerous stakeholders to be
involved.  In the future, PNPM Mandiri is
expected to be a platform through which communities and local governments can
learn to make effective and long term plans to reduce poverty. In order to
achieve the goals, community participation and public accountability are
crucial.  It is urgent, therefore, that
communication activities are well designed and implemented. 

Communications Team at the PNPM Support Facility
(PSF) works with Government of Indonesia to implement the PNPM Mandiri Communication
Strategy.  This strategy aimed to reach
various stakeholders such as implementing agencies, local government, donors,
parliamentarians, academics, CSOs, media, community and beneficiaries,
including programs or units within PSF.



RESPONSIBILITIES

The
overall task of the Communication Consultant is to assist Communication
Officers to carry out the communication activities that will support all
programs under PNPM Mandiri, augmenting and diversifying existing
communications capabilities, as well as complementing ongoing operations.



Specific tasks
include:

1.      Write
articles, reports, summaries, stories, talking points, briefing notes and any
other documents as needed

2.     
Work
closely with Kemkominfo, Pokja Pengendali and Implementing Agencies to ensure
that production of PNPM outreach materials is done based on guidance and
approval from GoI counterparts

3.     
Ensure
up-to-date key project information and documents are available online,
including project manuals, procurement plans, key budget information,
newsletters, progress reports etc. Also ensure qualitative information not
available in the MIS is updated, stored and readily available for various
communication purposes.

4.    
Provide
support to PNPM Mandiri, including PNPM Peduli in particular, to prepare and
distribute a suite of communication materials/products to communicate results,
progress and learning internally and externally. Products may include
newsletters, brochures, fact sheets and stories. The consultant will work with
EOs to prepare material content.

5.     
Assist
in organizing knowledge sharing activities of PNPM, including PNPM Peduli
(field visit, events, etc)

6.    
Provide
support to PNPM Peduli EOs in implementing the Program’s communication and
knowledge management strategy, particularly in sharing learning and good
practice in reaching marginalized groups.

7.     
Strengthen
communities of practice of PNPM Peduli by developing mechanisms to encourage
and motivate partners to interact, learn and share resources, experiences,
stories, tools, etc. In this role, the consultant will work closely with the
Capacity Building Consultant.

8.    
Undertake
other tasks as assigned to assist other communications team members to ensure
that the whole communications works well executed.





 MANAGEMENT

The
Communications Consultant will be assigned to the World Bank’s Social
Development Unit, and will work on a day-to-day basis with the PNPM
Communication Team led by the assigned PNPM Communication Specialist and under
Knowledge Management Unit.



QUALIFICATIONS

1.      
A
Bachelor’s degree in social science with minimum 3-year experience in
communication field (communication consultant/journalism/public relations)

2.       A good understanding of the
development context in Indonesia demonstrated by professional experience
working with government, or development agencies in a monitoring and evaluation
related role;

3.       Demonstrated experience writing
reports, brochures, articles and other communication materials for a range of
audiences

4.      Good knowledge dealing with website
issues (concept, development, update)

5.       Experienced producing communication
outreach materials (concept, data collecting, editing, dealing with vendors)

6.      Familiar with event organizing
(field visit, program launch, etc) will be an advantage

7.       Multi-tasking person, persistent,
team player, high commitment to work, independent, good interpersonal
communication skill

8.      Excellent verbal communication and
interpersonal skills.

9.      Excellent written skills in Bahasa
Indonesian and English; and

10.    Willing to travel.



CONTRACT DURATION

The contract will be for 60 days
effective immediately until June 30, 2013. Contract extension is possible.
